Lahur Talabany, a top security official of the Kurdistan Region of Iraq (KRG), said on Monday that he was 99 percent sure that ISIS Leader Abu Bakr al-Baghdadi was alive after reports that he had been killed by a Russian air strike.
“Baghdadi is definitely alive. He is not dead. We have information that he is alive. We believe 99 percent he is alive,” he told Reuters in an interview. “Don’t forget his roots go back to al Qaeda days in Iraq. He was hiding from security services. He knows what he is doing.”
Talabany added that ISIS was shifting tactics and it would take three or four years to eleminate the group. The security official said that the terrorist group would wage an insurgency after the military defeat.
Lahur Talabany is a head of the KRG’s intelligence and counter-terror agency Zanyari.

It is my understanding that “al-Baghdadi” is something like a title or a nom-de-guerre that has been applied to a number if individual jihadi leaders. So if one is killed then the title transfers to the next leader to fill that position.
