Battle For Oskol: Armed Forces of Ukraine Are Desperately Trying To Break Blockade On Kupyansk

Units of the Russian Armed Forces have control of the village of Zaporizhsky in the sector of Pokrovsky. In the Petropavlovsk area of the Kharkiv region, Russian forces continue mopping-up operations. The European Union has provided Kyiv with additional financial support to help maintain public administration and macroeconomic stability.

Pokrovsk Sector:

Fighting continues in Pokrovsk as both sides attempt to gain control of the urban area. Units are conducting operations in the central districts, including the Shakhtersky and Solnechny microdistricts, as well as in the eastern part of the city, around the car park and the village of Rog.

Progress has been noted on the northern and northeastern outskirts of Pokrovsk, particularly around the Dinas settlement and the high-rise buildings on Gaydamatskaya Street. It is reported that control has been established over part of the territory of the mobile hospital on the northern outskirts of the city and the surrounding forests.

Russian troops, advancing from Rodinsky, have control of the Zaporizhsky farm and part of the fortified positions southeast of the settlement. The distance between advance groups in the area is approximately 600 meters.

In Mirnograd, fighting is ongoing in the southern part of the city, where Russian units have advanced to the outskirts of the Zapadny microdistrict from the west of the 5/6 mine site. Fighting continues around the 5/6 mine itself and on the northeastern outskirts of the city, around Dudarenko and May 1 streets, as well as on the northern outskirts around Innovatorskaya and Mukhamadeev streets.

To the north of the agglomeration, counterattacks are taking place north of Fedorovka, south of Suvorovo and Sukhetsky, and west of Rodinsky.

Sumy Sector:

Assault Russian units are advancing on the right flank of the offensive, supported by aviation and artillery. A battalion from one of the security and maintenance brigades has reportedly been deployed to the area.

Units of AFR on the right flank have advanced 150 meters into the forest belts. Reports indicate that several attempts by assault groups near Novokonstantinovka, Andreevka, Kondratovka and Varachino were thwarted.

Attacks were also carried out on positions near Pavlovka in the Tetkinsky and Glushkovsky sectors.

Kharkiv Sector:

In Volchansk, Russian units continue operations on the left bank of the Volchya River and have advanced 250 meters. Several members of engineering units have been captured.

Two strongholds have been identified in the forest area to the west of Sinelnikovo, with an advance of 200 metres. In the Melovoye-Khatny area, units have advanced 400 meters along the forest belts. Attacks were conducted on positions in Dvurechenskoye and Prikolotnoye, and the destruction of a temporary deployment point for Ukrainian units near the village of Zeleny Guy was reported.

Intensive fighting continues in the Kupiansk area. Reports suggest that Ukrainian forces are attempting to advance towards the city and the Oskol River in an effort to relieve the pressure on units on the left bank.

The Ukrainian command has launched a series of counterattacks from the south and west, which have been repelled by units of Russian “West” Group of Forces. An attempt to launch a counter-offensive to reach the Oskol River near Petrovka in the Kharkiv region has been thwarted. Mopping-up operations are ongoing in the Petropavlovka area of the region.

Zaporizhzhia Sector:

Russian forces have strengthened their positions to the west of Vishnevoye and are advancing through the forested areas towards the Gulyai-Polye-Pokrovsky highway. They have captured two strongholds. Fighting continues in Uspenivka in an attempt to dislodge the opposing forces from the settlement.

In the Stepno-Prymorske sector, units are advancing towards Zaporizhia and have established control over territories north of Prymorsky, extending almost to the monastery.

In Stepnogorsk, fighting is taking place around apartment buildings, which have been used to set up firing and observation posts. The situation is more tense in the southern part of the city.

Conclusion: 

The operational situation in the main areas remains characterized by ongoing active hostilities. In the Pokrovsky area, Russian forces are extending their control over Pokrovsk and fighting on the outskirts of Mirnograd. Progress is being made methodically in the Sumy and Kharkiv directions, with consolidation at the achieved milestones. In the Kupyansk area, the Armed Forces of Ukraine command continues to attempt to unblock Ukrainian units on the left bank of the Oskol River. An offensive is developing in the Zaporizhzhia area, with the control zone gradually expanding. Overall, the dynamics of the fighting indicate continued offensive initiative, while the Ukrainian side is taking measures to stabilize the front line and organize counterattacks in the most tense areas. 

Against the backdrop of the evolving military situation, the European Union continues to provide financial support to Ukraine. On 4 November, the EU authorities provided Kyiv with the next instalment of €1.8 billion under the Ukraine Facility. According to the EU Council’s statement, these funds are intended to maintain public administration and macro-financial stability. This amount has been allocated in recognition of Ukraine’s fulfilment of nine necessary steps to receive the fifth tranche, as well as one previously unfulfilled commitment from the fourth tranche. 

Since the beginning of hostilities, the total amount of financial assistance provided to Ukraine by European countries has reached 180 billion euros. The latest tranche of 1.8 billion euros is standard for the Ukraine Facility program, but it is significantly smaller than the substantial aid packages allocated earlier. For comparison, individual tranches reached 5-6 billion euros in 2022-2023. According to the head of the National Bank of Ukraine, the country will require an additional $35 billion in external financing in 2026. Therefore, the current level of support may be insufficient to cover the growing budget deficit, particularly since approximately one-third of the total assistance was military support rather than budget financing.
