Big Deal: SDF Agreed With U.S. Company To Trade Oil – Report

The so-called Self-Administration in North and Northeast Syria had singed a deal with an U.S. oil company, the Al-Monitor reported on July 30, citing sources familiar with the matter.

One of the sources told the Washington-based outlet, that the agreement, under which the U.S. company would market oil in territory controlled by the Syrian Democratic Forces (SDF) and modernize existing fields, was signed last week.

The source identified the company as the Delaware-based Delta Crescent Energy LLC. A license to operate in Syria was granted to the company by the Office of Foreign Assets Control, OFAC.

The SDF controls most of Syria’s oil resources. The largest oil fields, al-Rmelan and al-Omar, are both controlled by the Kurdish-led group. Around 500 U.S. troops were also deployed in northeastern Syria to “guard” these fields.

Ferhat Abdi Şahin, aka “Mazloum Abdi,” Commander-in-Chief of the SDF informed U.S. senator Lindsay Graham of the deal in a recent phone call.

U.S. Secretary of State Mike Pompeo also confirmed that he knew of the SDF oil deal during a Senate Foreign Relations Committee session on July 30.

“The deal took a little longer, than we had hoped, and now we’re in implementation,” Pompeo said to Graham during the session.

According to Al-Monitor, the U.S. also agreed to provide two modular refineries to the SDF. The refineries will only meet 20% of the self-administration’s needs.

Over the past few months, U.S. forces improved security at all major oil fields in northeastern Syria. Hundreds of experienced SDF personnel were recruited and trained by the U.S. to help guard these fields.

The SDF-U.S. deal is illegal as it was not approved by the legitimate government in Damascus. The deal could have a disastrous effect on government-held areas in Syria, which purchase fuel from the SDF.

Not really. The US has been taking the oil to refineries in Northern Iraq to be turned into finished products that are shipped back to the SDF for their needs and to sell on the open market to Syrians. The SDF earns needed operating revenue by selling the oil and don’t pay a dime for the finished products so those can be sold at prices the Syrians can afford.

It’s not just the US getting in on the action. Last year Aramco [Saudi company] sent a delegation to discuss investment opportunities in the al-Omar oil fields, this year the Saudi’s deployed dozens of soldiers to the area to protect the group of Saudi and Egyptian Aramco experts that are working there.

“According to the Arabic service of the Anadolu Agency, local sources said that the Saudi soldiers arrived at Al-Omar oil field aboard helicopters. The source also added that this coincided with the arrival of about 30 trucks carrying drilling and digging equipment, which entered Syrian territory from northern Iraq.”

Russia has the contract to rebuild government oil production facilities but is falling behind the US in that department, the US has already restored several fields under their control to near full capacity, but as far as I know nothings progressing on the Russian side, but I’m not 100% sure though.

“Turkish President Recep Tayyip Erdogan said yesterday that he had asked his Russian counterpart, Vladimir Putin, to jointly manage oil fields in Syria’s Deir Ez-Zor. “Deir Ez-Zor is another territory with oil reserves. In that province, terrorists exploit the oil resources. America has its own plans here,” Erdogan said in reference to Kurdish-led forces who control the region’s rich oilfields. “I made the offer to Mr. Putin, that; if he gives financial support, we can do the construction and through the oil obtained there, we can help destroyed Syria to get on its feet,” he told reporters aboard his plane on the way back from Brussels. Erdogan explained that he may even propose a similar offer to the US President Donald Trump.”

Maybe we will see joint Russian/Turkish projects in the future, but I think the contract will only be signed when Putin and Erdogan are standing over Assad’s dead body.

Makes sense to have US companies rework the fields since they can do it faster and cheaper than anyone else. Quite a few had been sorely neglected before the fighting started so required major replacement of pump jacks, collection lines and storage tank farms.
