On February 12 on Minsk negotiations of “Normandy Four” “: Ukraine, Russia, Germany and France was signed an agreement to resolve the situation in Donbass. The document provides for the constitutional reform, which involves decentralizing features of individual regions of Donetsk and Lugansk regions, as well as recognition of the special status of these territories.
The heads of DPR and LPR and Igor Plotnitsky and Alexander Zakharchenko, appointed local elections throughout the Republic, in order to elect the heads of cities and districts. In Donetsk People’s Republic the elections will be held on October 18 and in Lugansk People’s Republic will be held on November 1.
However, lately we are convinced that Ukraine does not intend to comply with its obligations. Kiev violates or simulates execution of the Minsk Agreement. Now the Ukrainian government blames the Russian Federation for the upcoming elections, but they forget that Minsk agreements provided for holding these elections. Moreover, they are an integral part of the process of resolving the situation in Donbass.
One example is that the President of Ukraine Petr Poroshenko at the trilateral meeting in Berlin with German Chancellor Angela Merkel and French President Francois Hollande said that “holding” create fake “elections” in so-called” DPR “and” “LPR” threatens the Minsk process. Identically strange to hear recent statement the deputy head of the presidential administration Konstantin Yeliseyev that in the near future there will be some contacts with the Russian side to prevent the holding of local elections on the territory of unrecognized republics. After such incorrect statements question arises: will elections held in the territories of Donbass?
Kiev government does not comply with points Minsk agreements. During “armistice” the fire is not stopped, was not declared amnesty, was not given a special status regions of Donbass. Poroshenko believes that the citizens of the republic must comply with the “Kiev” mode and return to conditions of Ukraine.
Maybe in the near future be known exactly what caused the fear and nervousness “Kiev bohemians,” but at the moment their moves and actions are not justified.
