According to China Military Online, this marks the official operation of China’s only national nuclear emergency decision-making and advisory body and nuclear emergency rescue personnel training base undertaken independently by the Chinese military.

The function of the center will be to provide technical support, technical advice and technical guidance for nuclear accidents emergency disposal, nuclear emergency decision-making, and radiological and anti-nuclear terrorism, as well as to carry out fundamental research on nuclear emergency operations, to support technical service, and to research and develop related equipment and technology.

The backbones of the national nuclear emergency rescue team will be trained at the nuclear emergency rescue personnel training base. The base will also become a resource sharing platform for the rescue team to carry out professional skills training and expert advisory services, as well as will provide an open platform to expand international multilateral cooperation for the rescue team.
