Convenient Omissions: The Ukraine-EU Candidacy Show

Illustrative Image

Written by Dr. Binoy Kampmark

Instances of sympathy are rarely excuses to throw out the rule book.  In the case of the European Union, throwing out the rule book about admission has tended to be a feature of enlargement.  Credentials of candidate states have been, when needed, boosted or cooked for the occasion.  Others, whatever the progress, have been ignored.  For a collective that really ought to tidy the stables before admitting more occupants, the enthusiastic glee with which Ukraine’s symbolic candidacy has greeted stayed true to form.

The Ukraine War has done away with the more troubling facts of European integration and its process.  Everything is now being done to powder, paint and deodorise Ukraine as a true European power of democratic flavour facing despotic Oriental barbarism.  Out of the debris, all opponents of that barbarism are tolerant, peace loving democrats singing hymns to the rule of law.  This has the added effect of not examining the special nature of the society in question.  Regarding Ukraine, this is striking.

In terms of economy and politics, it would be hard to see Ukraine as a credible candidate under official accession procedures.  According to remarks made by Freedom House, itself a US-funded non-profit organisation of some notoriety, “corruption remains endemic, and initiatives to combat it are only partially implemented.”  It also notes that attacks on journalists, civil society activists and members of minority groups have proven all too frequent.

These are some of the problems that have been cited to explain the lengthy waiting times for other states going through the EU accession process.  The enlargement procedure is governed by a number of requirements.  For instance, Chapter 23 covers the judiciary (independence, impartiality, accountability), the battle against corruption, fundamental rights (for instance, the right to a trial, a right to a fair trial, anti-discrimination), and the rights of EU citizens.  Chapter 24 covers matters of justice, freedom and security, noting the requirements for efficient policing and cooperation across a range of areas.

Given such requirements, EU bureaucracy has been stifling and discouraging towards a number of candidate hopefuls.  They, in turn, have resorted to a suite of demands, often framed along nationalist lines.  The problem is most pronounced in the Western Balkans, where the candidates have been left lingering in a chilling waiting room.  Brussels has done wonders in damaging its own reputation in this regard, blocking, for instance, accession negotiations with Albania and North Macedonia.

In Serbia, attitudes to joining the EU have cooled.  In April, a poll conducted by Ipsos and published in the Serbian newspaper Blic, revealed that 44% of respondents were against membership, with 35% in favour. It was the first time in two decades that those against joining had topped the list.  Playing to that mood, Serbian President Aleksandar Vučić has argued that the “European path” would be continued and pursued in dignified fashion.  In the meantime, Serbia would keep its “independence in decision-making, at least until we become a member of the EU.”

No number of sweet, treacly assessments of Ukrainian society, even from the most messianic US funded organisations, have been able to get away from the specific problems facing Ukraine’s civil society advocates.  But war has come, and glowing opportunities have presented themselves.  In the European Council meeting held in Brussels on June 23-4, the decision was made to sign off on the European Commission’s recommendation to grant Ukraine and Moldova official candidate status.

Yet for all the foamy praise for the measure, the unified front is deceptive.  Denmark and Portugal have made the point that, were it not for the war, Ukraine would barely warrant a spot in the accession queue to commence membership negotiations.  A country like Moldova would be even further behind.  Portugal’s Prime Minister António Costa sees greater priority and value in keeping the EU house in firm agreement.  “The best support that the European Union can give to Ukraine is to keep its unity.”  His preference was to focus on building “a long-term platform to support the recovery of Ukraine” rather than dabbling in protracted “legal debates”.  For Costa, it was imperative to avoid creating “false expectations that become bitter disappointment.”

Even French President Emmanuel Macron has given a range of different signals, admitting that the cases of Ukraine and Moldova were “very clearly […] linked to the context.”  This was exceptional, he conceded, as enlargement was generally incompatible with the bloc’s mission of integration.  His controversial preference has been for an alternative European political community that might even, come the time, include Russia.

In specialist and academic circles, the enlargement genie has also been attached to the coattails of war.  Vedran Džihić of the Austrian Institute for International Affairs, and Paul Schmidt, Secretary General of the Austrian Society for European Politics, see a chance to speed up the show.  That project stalled with the accession of Croatia in 2013.  The authors urge Brussels to move beyond “the technocratic rigidity that has come to characterise EU enlargement and neighbourhood policies.”  They also encourage a “common geopolitical Europeanisation of the countries in the Western Balkans, together with Ukraine, Moldova, and Georgia”.

Even more intriguing in the propping up of Ukraine’s membership credentials ahead of other states languishing in the queue is a misunderstanding of how the EU itself operates.  The relentlessly questioning Giandomenico Majone regards the body as occupying a world where “the language of democratic politics is largely unintelligible”, seeing a closer parallel with ancient Sparta rather than Athens, “where the popular assembly voted yes or no to the proposals advanced by the Council of Elders but had no right to propose measures on its own account.”

In this world, policy arises less from an enfranchised populace than an oligarchy of cabinets, bureaucrats and diplomats.  For all the talk about independent judiciaries, anti-corruption measures, and accountability, the EU lags, making the candidate status of countries such as Ukraine and Moldova less bizarre than might otherwise be.

G2 man

Rational people need to understand that NATO, Zionists and EU have just one simple goal : THE DESTRUCTION ON RUSSIA. So-called Israel and even Australia thousands of miles from Europe have been defacto NATO members.

Russia and Putin have handled the whole Ukraine situation pathetically and will lose the war and the country.

SF has been posting very objective and sometimes a well balance critique of the inept way Putin is handling the deteriorating Russian position in Ukraine. Dr. Paul Craig Roberts a very well informed ex-US Treasury Secretary has an excellent article on how Russia will lose and will be balkanized if its military and corrupt politicians don’t get their act together, this may upset some Putin cheerleaders, but facts are facts. Over 60 NATO and other western vassals are fighting Russia with a one goal of total control over Russia, while Putin is waffling or simply mentally incapable of understanding the gravity of the situation. Russian passivity and military ineptitude will be its ruin. It needs to go after the decision making centers in Kiev.

Paul Craig Roberts

I seem to be the only prescient person on the foreign policy scene. But not Washington, not Europe, and not Russia are interested in what I have to say.

I said that it was a strategic mistake for the Kremlin to limit its military operation in Ukraine and to impose restraints on the military action that would drag out the process of Russian victory. I said this would wrongly convince the West that the Russian military wasn’t as formidable as it is and give the West plenty of time to widen the war by becoming more and more involved. With the cold shoulder the West gave to Russia’s security concerns, I said nothing less than a lightening conquest of all of Ukraine and replacement of the US puppet government with a Russian puppet government would convince the West that Russia’s red lines were real and that Russia’s security concerns had to be addressed.

It has happened as I predicted. The US and NATO have become combatants in the conflict over Donbass, formerly part of Russia, by supplying weapon systems, military intelligence, volunteers, diplomatic support and money to Ukraine. The US and NATO have clearly stated that they intend to keep the war going and that they support Ukraine’s reconquest of Donbass and Crimea.

G2 man, your train of thoughts over the time seems to be a rollercoaster. Can’t give you a plus today :)

G2 man

Sorry if it upset you .Just being objective as SF which published an accurate report on Russian defeat at Snake Island yesterday. I am a military man and only understand the application of strategic calculus. Russians mis-planned and mis-timed this whole Ukraine campaign and their PR and propaganda against a combined Zionist and western media has been weak as well. As I wrote when Russians were repelled at Kiev in March 2022, that this war can only be won by complete mobilization and ruthless application of force.

As the respected Dr. Paul Craig Roberts has written on his daily blog as well, Russians are politically and diplomatically “babes in the woods” and simply don’t understand Anglo psyche, which is pure evil by nature. Russia totally miscalculated the western response that this war was firstly and only started by Jews and NATO to destroy Russia. This conflict has nothing to do with Ukraine. It is the the evil imperialist WEST and its vassals like Turkey, Pakistan, Saudis, Emiratis, Wahhabis,Australia etc against RUSSIA. The poor Pakistani naive PM Imran Khan spoke honestly and the CIA deposed him in hours after meeting President Putin. India is also a western vassal and Modi is playing both sides. Only Iran and China are firmly in Russian camp as they know that a Russian defeat will spell their doom too.

Putin can not remain so casual about NATO goals as a major offensive against Russia is coming soon. People fail to grasp who much money and weapons NATO and its vassals are pouring into Ukraine. Russia MUST TAKE OUT THE COMMAND CENTERS IN KIEV and LVIV. This velvet gloves approach will only invite more aggression by NATO. I am sorry if the truth hurts people, but as I have said many times, as a friend of Russia and free people, sometimes it is good to point out your friends follies. Russia must mobilize its military and use Ukrainian soil as buffer for its defence or the NATO war will come to Russia itself. The western hyenas are spending $5 billion or more a month to fight Russia.

Kiev’s blitz didn’t work but Kherson blitz worked nicely. Maybe without Kiev blitz the Kherson blitz would not work at all. I still think that Kiev blitz was a mistake – it unite West against Russia. If the war was confined to Donbass from start then “world” would not see Russia the way they see it now or saw it on 24-Feb

This war is not a ‘race for Berlin’ – no need to send waves of infantry against bunkered machine guns. It’s war of attrition and time works for Russia better that for Ukraine/West. Give it time :)

G2 man

Totally agree. But the cost to the enemy has to increase, Kiev C3I must be decapitated. NATO agenda is to fight to the last Slav. Not one Jew has been killed and if the Zionist see Zelensky in pieces, they will back off. The west is a bully and only understands the logic of force. Every school by who has been bullied knows that, if you hit back no matter the cost, the bully will pick on a easier target. As I have said before, NATO is full of queers and will not fight a suicidal war, but so far Russian policy is all over the place and NATO is getting bolder and bolder. Just take out the power grid in Kiev and then it is no no longer fun.

Seethefuture

You can shove your war game up yours. Only evil would drag a war so civilians can suffer more. Look at those cities the Russians liberated.

If you want to solve a problem, you need to solve it at its root. Russia can’t because they’re cowards. They can’t face their true enemies, their true problems. They’re just pretending like they won’t let anyone pick on them, pretending they stand up to the bully. But anyone including the bully can see the more weaknesses Russia has displayed.

Nato has invaded Russia’s ally – Syria illegally but Russia has never provided Syria the same support as nato is providing to Ukraine to fight Russia. No wonder Russia has no ally. And why would Russia invade Ukraine anyway? Why can’t they just provide everything Donbass needs to push Ukraine back? Fuck, my dog is smarter than the current leadership in Russia.

I can go on but I’m not gonna waste my life on some dumb ass country. Russia will be divided and conquered, unless a miracle happens.

Olav

Russia needs a Jew pogram more than ever, it is being set up for total destruction.

Seethefuture

I think Dr. Robert is wrong about armageddon because the leadership in Russia will never have the will nor the guts to push the button even when they’re being strangled to death. The West knows this very well that as long as they don’t hit a certain place on the bear, the bear will just allow them to chop some of its limps, ears, rip off some skin here and there, poke in the eye… you name it. Basically, Russia is allowing the West to weaken them.

Maybe this war is staged after all. Otherwise, I would never understand why Russia’s acting this way.

I’m on neither side. I only side with civilians whether they’re Russians or Ukrainians. I understand that the nato is the aggressor here but look what those dumb fucks in Kremlin is doing. Look at the cities that got “liberated”. WTF.

Paul

Russia has been fighting in a very noble manner. They’ve done their best to avoid civilians being harmed. How has that won them over in the west? It hasn’t. Russia should prepare their nuclear fall out shelters and get ready to nuke Israel, London, New York and Washington.

G2 man

Paul, I don’t believe such drastic action is required at this stage, NATO smirking hyenas are cowards and if Russia even tests a mini nuke on uninhabited Snake Island, these smirking NATO clowns will get the message that Russia means business. So far Putin is all over the place and doing nothing as NATO keeps on killing more Russians without any cost.

Ashok Varma

The West will help a Jew Zelensky’s fight to the last Slav, and as Indian generals point out again today, unless Russians mobilize and start hitting key command centres, NATO will keep on attacking Russia and soon Russian territory. I hope President Putin reads independent media, especially South Front for comments by Russia’s friends. JAI RUS! Expanding the BRICS with Iran and Argentina was brilliant move.

I am sorry to say that Putin is a complete idiot or is sick and ca not make rational decisions. Russia needs to understand as Dr. Paul Craig Roberts accurate analysis and my own posts have been stressing. The west and all its vassals from Israel to Australia and NZ have one simple goal, the destruction of Russia and control over its riches, that is the only fiscal option left for the Bilderbderg Jews and WASPS as the world is running out of places to plunder.

Russians are naive as children and simply don’t have the devious mind of the Anglo-Zionists. Even Russia’s friends like China, Iran, India, Algeria are totally baffled by Russian and Putin’s insanity and cowardice.

the Russians are babes in the woods. They do not understand the evil that they face. Apparently, they neither take the Wolfowitz Doctrine seriously nor the US Government’s Commission on Security and Cooperation in Europe’s plan to break Russia up into a collection of independent small states, thereby removing Russia as a constraint on US hegemony over a unipolar world.

The complete cold shoulder the West gave Russia’s effort to achieve mutual security should have told the Kremlin something. But didn’t. Despite all evidence to the contrary, the Kremlin still believes that reason can prevail and negotiation and good will can succeed. https://sputniknews.com/20220630/mod-russian-military-withdraws-forces-from-zmeiny-island-as-gesture-of-good-will-1096826022.html

It is this delusion, together with the neoconservative pursuit of hegemony, that is leading to nuclear Armageddon.

More Evidence of Russia’s Lack of Political Realism

Russian toleration of US neoconservative ambition is leading to war

Paul Craig Roberts

In her weekly briefing, Russian Foreign Ministry spokeswoman Zakharova asks the “gentlemen of Brussels and Lithuania” if Russia’s understanding is correct that “you have unleashed a war?” Why does she have to ask the question? Why not make a declarative statement? https://mid.ru/ru/foreign_policy/news/1819949/

Washington is brewing endless problems for Russia. Washington bribed the president of Kazakhstan, whose country Russia recently saved from a US sponsored color revolution, to embarrass Putin at the St. Petersburg International Economic Forum by disagreeing with the Kremlin’s intervention in Donbass. US agents are busy at work in Kazakhstan spreading fear that Kazakhstan is next on Putin’s list as he allegedly reconstructs the Soviet Empire. It is Washington’s use of former Soviet provinces against Russia that will finally convince Russia that the dismantling of the empire was a major blunder as it created many new countries that Washington can turn against Russia.

Russia is in a very difficult situation, because her political sophistication or realism is insufficient to support her military capability. The Kremlin is always reactive, never proactive and does not know how to protect Russia’s interest. One important reason the process is loaded against Russia is that Washington has an expansionist ideology and Russia does not. Washington is in pursuit of hegemony, and Russia just wants to be a respected member of the world community.

This is insufficient ambition to deal with Washington’s neoconservatives who intend the destruction of Russia as a sovereign country with sufficient power to serve as a restraint on US unilateralism.

Russia is run by complete idiots who lack of negotiation skill, awareness, foresight, good judgement, critical thinking, tactical mindset, will and resolves. Worst of all, Russia is being cheered by simple-minded wishful-thinking stupid jerks who can’t take criticism. The future will be dark for Russia if they keep taking this route.

G2 man

You appear to be a smart mature person. Russians are simple people, mostly peasants used to Serfdom under Jews since Czarist era and then the Jew Bolsheviks got them in a ideological and existential mess. Putin is part of the corrupt USSR era KGB and either naive, ignorant or just a buffoon. He even chastised Lavrov for criticizing the Zionists. Russian society is totally compromised by 30 years of post USSR infestation by western intelligence agencies in the guise of “NGO” and “Civil Society”. Shoigu has no military background like Putin and thought that invading Ukraine with 140,000 half trained men with no logistics will be a walk in the park. Well, like I said before, the idiots miscalculated and now only emboldened the NATO snakes. These NATO scum only understand force and so far Russia is acting like a pussy. Sad but true.

I like South Front as this site has been one of the central hubs for true news regarding Russia’s SMO but the past few days there’s been some irrelevant articles such as this one and the one about race that was counterproductive to what this site I think stands for. We already know the EU is a despotic tentacle of the empire of lies and that every single EU state has a puppet installed government. I also understand that if I don’t like a certain article on this site I should ignore it and move on to the next article but I can’t leave without posting a negative comment regarding rubbish like this. The EU has proven to the entire world that it is an absolute useless organization that got its ass served on a platter by one single nation. Russia has destroyed the image of the EU by crushing its proxy military and its fake economy based on the backbone of one single country in Germany and to a lesser degree France and Italy. The EU will not survive the winter and once the temperature really starts to drop they will have to beg the Russians for forgiveness. This article places way too much importance on the EU which is a nothing burger, an impotent paper tiger bureaucracy filled with some of the most corrupt low IQ imbeciles on the face of the planet. Fuck the EU its been crushed by Russia. Let’s get back to business and leave the gossip to CNN, Fox and the BBC.

A slight correction, the EU carried out this coup de grace all by themselves, the UK left the EU and through NATO and its baltic proxies set the place on fire to remove european competition to the new global britain, using their time honoured get someone else to do the dying scheme and wether though incompetence or down right treason the governments of europe all complied, but at the root of all this is the dollar and the IMF ponzi scheme built around it,the one legged stool that the Russians are currently kicking. P.S. absolutely correct about the article i wonder if these are a deliberate attempt to cover the both sides of an argument even if one side is indefensible. .

G2 man

Southfront is a very good site and remains fairly objective. Russia is handling the Ukraine situation very poorly as all of Russia’s friends are now pointing out. Putin has totally miscalculated the insidious Anglo-Zionist NATO agenda that goaded Russian military into a fight it was totally unprepared for. Putin being a sick man and a mere major in the defunct inept KGB (that ruined the USSR) invaded Ukraine with barely 140,000 combat troops, a few aircraft and not enough ammunition, POL or supplies. He simply did not understand that a weak Russia corrupted to the core by 30 years of Jew and western infestation will be fighting over 60 US vassals. The British are the main architects of this Russophobic agenda whose ultimate goal is total control over Russia and its resources.

Simple Russians who have no exposure to the evil and destructive Anglo psyche do not fathom that besides hatred for Slavs (Muslims, Chinese and all people of “color”) the western racists have GIGANTIC EGO of two year old brat. Now they are totally committed in Ukraine and pouring BILLIONS of weapons, NATO will not stop until Russia capitulates and is BALKANIZED. They simply can’t afford to be seen as weak, because China is the next and final target.

If Russia is to survive, it needs to go on total war footing and bring total destruction to Ukraine. All this has to be done quickly as NATO will keep on increasing military pressure as Russia is now seen as weak and totally incompetent. EU aim is to arm ONE MILLION Ukrainians with the best weaponry and bleed Russia to death with a Slavic cannon fodder. The Jew Zelensky is now being armed with $5 billion a month with NATO weapons and soon Russia itself will be hit hard. An AFU and combined NATO offensive in Don Bas rolling into Crimea is coming by August when AFU gets enough long range artillery and MLRS like HIMARS. Russia vacillation and inability to take out Kiev C3I will prove very costly and fatal. It is sad to see Russia being run into the ground by a sick old man surrounded by buffoons and cowards.

Mark

Russians have proven weaker than Iraq and incapable of even conducting simple operations. They ran off from Snake Island and now NATO will build a base there from Romania.

good4u

Russia left Snake Island because AFU was able to shell island with cheap shells. Russia had to use expensive missiles to intercept these shells with limited success. Economy of the war. Nothing else. Better use of these troops/missiles somewhere else. Setback for propaganda. Russia can do same things (surface to air coverage) from the boats few tens of kilometers east outside the range of 155mm guns

Bernard Davis

Anyone on either side who occupies that minuscule flat island is a sitting duck: there is nowhere to hide. Both sides know it. The place has symbolic value only; the Ukrainians chose to make up propaganda fairy tales about it early in the war, but it has no strategic importance. Tactically it can be used as a magnet and a trap to get the enemy to commit suicide, as the Ukies learned to their great cost not long ago. If they try to re-occupy the place, expect the same treatment.

Pooten

Putin sucks Jew schlongs….

steve

May i point out that ukraine doesn’t have a million left, that’s why they are currently press ganging people into its forces to be ground up in the Russian meat grinder and yes NATO is pumping billions into this conflict but the problem with that, is this is all borrowed money and inflated prices, that they expect the world to lend and they simply aren’t, the greater population globally 80% are not in the sanction loop, they refuse to get involved, the involvement of the anzac’s as guests at nato table speaks volumes, this is england’s great plan but the wheels are coming off the cart and the loan sharks need repaying. Russia to date hasn’t put a foot wrong on the contrary they are slowly and methodically emptying europe of weapons and it needs pointing out Russia contrary to current beliefs haven’t committed its professional army to any great extent, yet, it is still supporting the DPR and LPR forces and volunteers with military assistance and the early disasters put down to compromised or misguided individuals have passed and pocket by pocket the nato forces (its unfair to call a front line filled with turks and poles ukrainian)are being systematically destroyed. What we haven’t seen is any measure of strategic intelligence on the NATO’s side ,none, its being one sad failure after another and there is little or no chance that NATO is going to risk its best weapons to be captured or shown to be the white elephants they are. So i would expect the Russians will stubbornly continue this nightmare for NATO until they have achieved what they have set out to do,and under Mr Putin ‘s stewardship who currently seems committed to contain the demands of Russians to extend the crisis beyond Ukraine’s borders despite how justifiable it would be. And the final act of this macabre play is who’s going to pay for it? NATO’s new cold war announcement indicates it will be the poor of NATO countries as always as there won’t be a ”ukraine” left to pay back all these loans so kindly supplied by london and washington.

G2 man

Anglo-Zionist Russophobic trash simply don’t care as long as the last Slav kills each other. Why do think they keep pouring billions every month for this fratricide. The average Ukrainians is just dead meat to these western racists. Russia really needs to send a serious message, taking out Zelensky and all C3I is a low cost but a very firm message.

steve

While i agree with the sentiment, removing the clown to be replaced with another clown will solve nothing,NATO is bleeding money and resources at an incredible rate, the war of attrition is disproportionately in Russia’s favour and Mr Putin and his staff are not ther idiots the west take them for and will maintain the status qou they have created, meanwhile the west has just committed to build forces on the european eastern flank exponentially, limiting its ability to act elsewhere removing its interference from Africa and Asia, so there will be a debt laden, resource poor, western citadel in europe and little else.

Ashok Varma

You people fail to understand how evil and insidious the western perverted mind is. Russians are simple, straight forward honest people and now they are in direct conflict with the greatest Anglo-Zionist empire the world is ever seen in the guise of NATO. Snake island is now unoccupied before NATO moves in by next week. Russia needs to totally wipe it out with a 3kt tactical nuke fired by artillery. Once it is transformed into a NATO naval choke-point Sevastopol is finished or Russian access to the Black Sea. Russia is being strangled.

Bernard Davis

Nonsense. There are already naval choke points on the Black Sea: they are the Bosporus and the Dardanelles, both controlled by Turkey, a NATO member in case you didn’t know. Which NATO power is going to occupy Snake Island, hmmm? Come on , don’t be shy.

Allowing Ukraine into the EU with its present management will likely kill off the union. Let’s face it, the EU is corrupt already but it will be a whole lot worse when the nazi clown show comes to town. The author of this piece correctly points out that other countries have been waiting and waiting for EU membership only to see Ukraine and others jump the queue.

Serbia still isn’t in the EU proper and probably never will be. It isn’t close enough to Russia to be a problem for Russia. Ukraine is celebrating a hollow victory as it will never join the EU either. The EU are merely dangling carrots, leading the countries to destruction, and poisoning the minds of its people.

To join the EU tribe, one has to drink the nato kool-aid and participate in the sodomy. The people of the UK are still trying to extricate themselves from the mess the EU has become, yet there are still countries that want to swap their sovereignty for EU straps from the EU table. Go figure? I guess there no saving some folk.
