Kiev must fulfill all the obligations it has assumed under the Minsk agreements

Donetsk and Lugansk believe it is positive that the “Normandy Quartet” (Russia, France, Germany and Ukraine) considered a proposal to postpone local elections in Donbass on February 21, 2016. This was said in a special statement of the representatives of the Donetsk People’s Republic (DNR) and Lugansk People’s Republic (LC) in the Contact Group, Denis Pushilin and Vladislav Deinego.
“We have studied the statements and recommendations of Mrs. Merkel (Angela Merkel, Chancellor of Germany) and Mr. Hollande (Francois Hollande, President of France). Consultations were held today here in Minsk with representatives of the OSCE and Russia. Instructions were received from our leaders, Alexander Zakharchenko (head of DNR) and Igor Plotnitsky (head of LC),” reads the text.
“As a result of this work, we announce the consent of the DNR and LC to postpone the elections scheduled for October 18 and November 1 to the following year,” they emphasized.
Deinego and Pushilin indicated that Kiev must fulfill all the obligations it has assumed under the Minsk agreements. That is, to grant special status to the Donbass, prevent the prosecution and punishment of people participating in the events on the territory of the Donetsk and Lugansk regions, as well as altering the language of amendments to the Constitution of Ukraine consistent with changes by the DNR and LC.
