On November 16, Turkish President Recep Tayyip Erdogan requested the parliament to officially authorize sending troops to Azerbaijan to establish a “peacekeeping center” with Russia to monitor the ceasefire regime in the Nagorno-Karabkah region.
According to the document quoted by state media, Erdogan ordered the parliament to approve the mission to “establish a joint center with Russia and to carry out the center’s activities.” The mandate would be active for one year and its size determined by Erdogan.
“The center will be operated by military personnel and, if necessary, civilian specialists. The work of the center will be aimed at ensuring peace and stability in the South Caucasus in the light of steps to ensure the territorial integrity of Azerbaijan, which is reflected in the relevant resolutions of the UN Security Council and the OSCE,” Anadolu Agency quoted the text.
The creation of the center will contribute to the Turkish national interests, according to the document.
The Turkish side says that the location of the peacekeeping center will be determined by Azerbaijan.
Therefore, the widely promoted by the Turkish leadership deployment of ‘Turkish peacekeepers’ to the Nagorno-Karabakh region appeared to be just participation in the joint ceasefire monitoring center with Russia, as it was originally announced by Moscow.
Recently, Russian Foreign Minister Sergei Lavrov also commented on the situation emphasizing that the center will not be located in a close proximity to the Karabkah zone and there are no ‘field missions’ planned for the center personnel.
At the same time, it should be noted that Turkey has deep military and security ties with Azerbaijan and in-fact already has troops and equipment, for example F-16 fighter jets, deployed on the territory on the country. Therefore, the Turkish participation in the joint center with Russia (that sent peacekeepers to the region) is just a formality confirming its direct involvement in the conflict. As to the negotiations format, Turkey was expectedly excluded from it and the final peace deal between Armenia and Azerbaijan was reached with the help from Russia.

Nope. The monitoring center was agree by the tree parties involved. Turkish military will take part in this mission, but they will not go around patroling with russian troops.
The monitoring center agreed initially will be with Turkish civilians (well maybe military dressed as civilians) but now it changed everything Peskov said, there will be official Turkish troops in the new occupied region.
They don’t have to patrol with the Russian troops to keep a watchful eye on what Russia does there. The fact they have military personnel (fully armed) deployed for the same ceasefire mission means they are a party to be reckoned with.

Originally Dimitry Peskov anounced there won’t be Turkish military personnel involved, that means Erdongan wrestled this from Putin.
What Putin said stands, the Turks are going to observe the cease fire from a location in Azeri territory, there will be no joint patrols in NK or the Armenian border.
Susha is outside the Peacekeeping region and is also official Azeri territory. So they have the right to invite Turkish armed forces to be stationed there.
The peace observation post will be based on Azeri territory before the war. Besides using Shusha as an observation post will be to close to Nk and Armenian territories. The Russians have the troops on the ground in the vicinity, the agreement and implementation of the cease fire was signed by Russia Armenia and Azeri. Turks had no part in it.
I don’t think Russians will have any word to say on how close Turkish troops should be to the new demarcation line.

Russia has a strong presence in the area, and can get even stronger to keep Erdogan and Aliev on a short leash. If the Russian helicopter was shot down within the Armenian border, Russia has the right to take control and defend Armenia and stabilize the area according to CSTO guidelines.
Karabakh is not part of Armenia but officially Aserbaidschan.

It means this crisis is far from over. Again, Russia helping to mediate peace between Armenia and Azerbaijan doesn’t mean Russia is a party to the agreement. Whatever negotiations Azerbaijan had with Armenia is in collaboration with Turkey.
The situation is not looking too good for Erdogan right now because he made the mistake of alienating NATO, the GCC, and the Egyptian regime. These are bad guys by Islamic standards, but Erdogan still needs them to handle Russia’s burgeoning bullying and assertiveness. Turkey should try to re-establish ties with the GCC, NATO, and Egypt. The purge in Turkey means another coup is far less likely to succeed. That means Erdogan doesn’t have much to fear from NATO or the corrupt Arab regimes.
One way to get the support and trust of the GCC is to help stabilize the corrupt regimes in those countries. Erdogan should use his influence and convince the Muslim Brotherhood to stop attempting to overthrow the GCC regimes and that of El-Sisi. Turkey should also cut ties with Iran because Iran will NEVER be a true friend of any Sunni country. See how the Mullahs are allied with Russia against Turkey. This is enough to open the eyes of the Turkish leadership, yet I don’t understand what Erdogan hopes to achieve by courting the Mullahs who throughout their history have been a double-edged sword against the Muslims.
Helping stabilize the gulf regimes (despite their corruption) is in the interest of Turkey, the Muslim Brotherhood, and the Muslim world. These regimes also need stability and prosperity in their countries. They’re tired of the constant wars. But Iran likes the wars happening in the Middle East provided it doesn’t reach Iran’s borders. Because Shiism spreads most when there is chaos. Erdogan reaching out to the GCC and dumping Iran will result in the following benefits: 1) Greater economic cooperation with the GCC, USA, and Europe 2) Pull the U.A.E, Egypt, and Haftar away from Russia or significantly dent cooperation between them. 3) Get GCC support in Syria 4) Stand a better chance of diplomatically convincing the GCC, Egypt, NATO, and Europe to take certain actions favorable to Turkey and the Muslim world 5) Seriously isolate Iran, get better cooperation from Israel and better prepare Muslim Sunni forces to defend Mecca and Medinah as Iran and its terrorist Shiite army have almost encircled the Hejaz. 6) Be in a better position to handle Russia
I understand Erdogan’s Islamic patriotism makes him reluctant to cooperate with the corrupt regimes in the Arab world. But sometimes, one must work with bad people to fix things. The Muslim Brotherhood had also start thinking along these lines. They should use their influence to stabilize the current regimes instead of trying to overthrow them. Allah also uses bad people to help his religion and Ummah. It was a serious mistake to alienate the GCC and Egypt. They are corrupt, but still Muslims and can change given the right approach. Threatening their regimes is like threatening to kill them, and that means they’ll fight for their lives with all they’ve got. And then we get bloodshed in Muslim countries. Our focus should be Iran and Russia.
