After the withdrawal of the Russian military from the western bank of the Dnieper River in the Kherson region, the situation in this area was quite calm. The armed Forces of Ukraine were busy securing settlements that have recently come under their control, while Russian troops were strengthening their defenses on the eastern bank of the river. Despite some incidents, the situation has so far remained relatively calm. The sides are exchanging artillery fire on their military positions, but neither of them undertakes any assault operations.
However, in recent days, Ukrainian media have been on high alert, showing Russian strikes on civilian targets in the city of Kherson, which is under Ukrainian control.
According to Ukrainian reports, on December 14, Russian troops struck the administration building located in the center of Kherson. A video showing smoke over the building immediately after the strike has been widely circulated on the Internet.

According to local authorities, 2 floors of the building were damaged. Several people were slightly injured as a result of the damage caused by the blast wave.
Fires were reported in a warehouse with an area of 6000 square meters and in a “six-storey non-residential building” in other regions of Kherson.
Later, the local administration reported that a child had died as a result of shelling in the city.
The next day, on December 15, the Administration of the President of Ukraine announced that the Russian military had again struck the center of the city of Kherson. This time, the rocket reportedly fell 100 meters from the same administration building. According to unconfirmed reports, two civilians were killed.

Even more shocking news from Kherson was spread by Ukrainian officials. On December 15, the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets said that a torture chamber for children was allegedly found in Kherson.
Lubinets claimed that in one of the 10 torture chambers that were allegedly discovered in Kherson, there was a “children’s department” where the Russian military put pressure on minors for some kind of disobedience.
No reliable evidence was provided, only a photograph of the basement with a row of chairs and some statements of people who allegedly were there.

The reason why so many shocking news from Kherson appeared in two days is clear. Most likely, they are dedicated to the visit of Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator at the United Nations.
Representative of the Russian Ministry of Foreign Affairs accused the UN secretariat of seeking to politicize the situation and humanitarian activities. Zakharova also said that the organization is speculating on the suffering of civilians, “serving the political demands of Kiev.”
After the city of Kherson was shelled during Mr. Griffiths’ visit, he came to Kiev “to describe the deadly threat from the daily artillery shelling of the southern port city.”
Such coincidences are usually not coincidences.
The Russian military has not confirmed any strikes on the city of Kherson. Moreover, there is no military need to shell the city that has recently become part of the Russian Federation and where there are many pro-Russian citizens who are now hiding from the Ukrainian Nazis. Russian troops are not preparing for any assault operations on the western bank of the Dnieper.
Indeed, the Ukrainian military often used administrative buildings for military purposes, for example, as warehouses for military equipment and bases for coordinating the actions of military units and so-called territorial defense. Such were the cases in Nikolaev and Kharkov.
However, since there were no reports of casualties, and the footage did not confirm detonation of any explosives in the building, it was most likely not used by local authorities or the Ukrainian military. When the city of Kherson was under Russian control, the authorities also did not use it, as it would have been an easy target for Ukrainian forces. Thus, the reasons why Russian troops shelled the center of the city of Kherson during the visit of the UN representative remain unclear.
On the other hand, the Kiev regime was happy to show Griffiths “the bloody shelling of a peaceful city by brutal Russians.” In their turn, Ukrainian forces have all the necessary means to launch attacks on the city, threatening the lives of civilians who recently welcomed Russians to their territory.
