On April 16, the Ministry of Defense of Russia announced that a MiG-31 fighter jet had been scrambled to escort a US RC-135 intelligence plane over the Pacific Ocean along the southeastern coast of the Kamchatka Peninsula.
“A MiG-31 fighter jet was scrambled from an airfield in the Kamchatka region to identify and escort the plane. The crew identified it as a US RC-135 reconnaissance aircraft,” the ministry said in a statement, adding that the plane had been prevented from violating the Russian border.
According to the ministry, the flight was carried out in strict compliance with international rules for the use of airspace. The MIG-31 safely returned to its home airfield after turning the US plane away from the Russian border.

A video of the interception was released by the ministry. The US plane seen in the video can be identified as a specific variant of the RC-135 known as the RC-135V/W Rivet Joint.
The RC-135V/W is the main airborne signal intelligence (SIGINT) platform for the US Air Force. The plane is equipped with sensors capable of detecting, identifying and locating signals throughout the electromagnetic spectrum.

Its not old. All Mig-31s in service today are of the SM version, its an ongoing total refit for the whole fleet. Around 200 have ben refitted, another 50 to go. Su-35s over Syria had no problem tracking and locking on to the Craptor, and its radar is weaker than that on the Mig-31.

F-22 and F-35 both have problems with their oxygen system. Remind me, how long has the F-22 been in active service and how long did it take to make it? “The SU-57 initial unit cost of 42 Mln was calculated in 2009 on the basis of 214 aircraft to be built for India and 150 for Russia. In September 2010, it was reported that India and Russia had agreed on a preliminary design contract where each country was to invest $6 billion; development of the FGFA fighter was expected to take 8–10 years. The agreement on the preliminary design was to be signed in December 2010.
After the first prototypes were built, things didn’t go very well apparently. Costs mounted and for the given budgets the 2 partner countries could not afford as many aircraft as planned, so orders were decreased to 144 for India and 55 for Russia. Concurrently development issues appeared, notably with the engines, which still today have not been entirely solved. Haggling also begun between the partners as Russia wished to have its industries produce more aircraft parts.
In early 2018, India pulled out of the FGFA project, which it believed did not meet its requirements for stealth, combat avionics, radars and sensors. This news lead some observers to question the future of the whole Su-57 project.
On 22 August 2018, during the International Military-Technical Forum «ARMY-2018», the Russian Defence Ministry and the JSC Sukhoi signed the first contract for delivery of two serial Su-57 fighters. The deliveries of the first two such aircraft are scheduled for 2019 and 2020, respectively.
Russian Defence Ministry planned to conclude a second contract for 13 more aircraft in 2020. However, on 15 May 2019, Russian President Vladimir Putin announced that 76 aircraft will be purchased and delivered to the Air Force by 2028. This came after the price of the Su-57 and equipment was reduced by 20%. The contract for the 76 aircraft was formally signed on 27 June 2019 at the International Military-Technical Forum «ARMY-2019». JSC Sukhoi has started the serial production of the aircraft in late July 2019.
The question that arises is how come a brand new high tech 5th generation fighter jet costs less than half a 4th Gen one, such as the SU-35 Russia recently sold to China for 85 Mln a pop.
Firstly, the Kremlin must have convinced Sukhoi to reduce its profit margin by 20% (the discount negotiated by Putin, see above).
Secondly, the original price of 42 mln per unit doesn’t obviously include development costs of 10–12 bln which would probably be carried by foreign sales once the aircraft has proven its worth with Russian Air Force.
Hence, if we do the math, we divide 10 bln development costs by 76 aircraft which gives us 131 mln per aircraft which need to be added to the 35 mln discounted production unit cost making a final total of 166 mln per aircraft.
Evidently, a foreign buyer wishing to procure the SU-57 shall pay the full price of 176 mln per unit (without the discount) for a bare aircraft, without bespoke infrastructure, spares, simulators, munitions and without the cost of training flight and ground crews. Brazil, Turkey and China being obvious potential customers.
But Sukhoi is not alone in this predicament:
Lockheed Martin’s F-22 Raptor, the American analogue to the Su-57 which ended its brief production run in 2009, is a prime example – as well documented by a 2009 report from the Washington D.C. based think tank Centre for Strategic and Budgetary Analysis (CSBA). The report noted that when the $24.3 bln sunk cost of research and development (R&D) was included in the figure for the price per fighter, this grew to over $350 million per F-22 due. A price quote without accounting for R&D – known as the flyaway cost – was considerably lower and amounted to just $150 million per fighter. This cost itself was the result of considerable inefficiencies for which Lockheed Martin was largely faulted, with the aircraft initially expected to have a flyaway cost of exactly $35 million in the currency of 1985 – or approximately $60 million in 2009. The reason why its flyaway cost ended up 250% higher than this was, according to the CSBA report, due to “unfortunate timing, cost growth, and schedule slippage virtually from the outset.”
The RAND Corporation estimated that restarting production and building an additional 75 F-22s would cost $17 billion, resulting in $227 million per aircraft, or $54 million higher than the flyaway cost. Lockheed Martin stated that restarting the production line itself would cost about $200 million.
So should the SU-57 prove to be a success, it will be 50 mln cheaper per unit than a F-22, which somehow reflects the purchase price parity between the USA and Russia.”
