On December 1, the Israeli Defense Forces (IDF) published a map splitting the Gaza Strip into hundreds of small zones, which it claimed it will use to notify Palestinian civilians of active combat zones.
The IDF will apparently use the map to call on Palestinians from specific areas to evacuate when its ground offensive expands to Gaza’s south, instead of demanding mass evacuations as it did in the northern part of the Strip.
“The IDF is operating strongly against terror organizations, while making great efforts to differentiate between civilians and terrorists,” the IDF said in a message to Gazans.
“The people of Gaza are not our enemies. For this reason, as of this morning the IDF is leading controlled and specific evacuations of Gaza residents in order to remove them as much as possible from areas of combat.”
The map was published right after the end of the temporary ceasefire in Gaza, which was brokered by the United States, Egypt and Qatar.
In the morning, the IDF renewed strikes on Gaza. It also leaflets over the southern part of the Strip calling on people to leave the areas of al-Qarara, Khirbet al-Khuza’a, Abasan and Bani Suhaila to shelters in the city of Rafah on the border with Egypt, describing the city of Khan Yunis as a “dangerous combat zone”.

The IDF is yet to clarify if civilians displaced by its ground offensive in Gaza will be allowed to return to their homes after the war.
At the start of the ceasefire, Israeli troops occupying parts of the Strip’s north prevented civilians from returning and even opened fire at crowds attempting to return, killing two and wounding several others. This added to the worries that Israel is seeking to fully and permanently occupy Gaza.
The IDF’s map also indicates that Israel is planning to displace more than two million Palestinians from Gaza. The vast majority of the zones marked on the map are too small to even house 10% of those currently taking shelter in the southern part of the Strip.
Talks are reportedly underway to renew the ceasefire in Gaza. Dozens of hostages remain in the Strip in the hands of the Hamas Movement and other armed factions. This may compel Israel to accept another temporary ceasefire. However, the chances of a permanent ceasefire remain slim.
