Joint Statement by Iran, Russia and Turkey on the International Meeting on Syria in Astana, 28-29 November 2018 (source):

The Islamic Republic of Iran, the Russian Federation and the Republic of Turkey as guarantors of the Astana format:

  1. Reaffirmed their strong commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic and to the purposes and principles of the UN Charter;
  2. Highlighted that these principles should be universally respected and that any action that might violate them and undermine achievements of the Astana format should be avoided;
  3. Rejected all attempts to create new realities on the ground under the pretext of combating terrorism and expressed their determination to stand against separatist agendas aimed at undermining the sovereignty and territorial integrity of Syria as well as the national security of neighboring countries; [SF: This point denounces actions of the US-led coalition and its proxies in northeastern Syria as well as partly confirms that Turkey is not going to annex northern Syria]
  4. Discussed the current situation on the ground in Syria, took stock of the recent developments following their last meeting in Sochi on 30-31 July 2018 and underscored their determination to strengthen their trilateral coordination in light of their agreements;
  5. Examined in details the situation in the Idlib de-escalation area and reaffirmed their determination to fully implement the Memorandum on Stabilization of the Situation in the Idlib De-escalation Area of 17 September 2018. In this regard they expressed their concern with the ongoing violations of the ceasefire regime, and declared that, as guarantors of the ceasefire regime, they would step up their efforts to ensure observance with it, including by enhancing work of the Joint Iranian-Russian-Turkish Coordination Center. They stressed the importance of a lasting ceasefire while underlining the necessity to continue effective fight against terrorism. They also emphasized that under no circumstances the creation of the above-mentioned de-escalation area should undermine the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic;
  6. Reaffirmed their determination to continue cooperation in order to ultimately eliminate DAESH/ISIL, Nusra Front and all other individuals, groups, undertakings and entities associated with Al-Qaeda or DAESH/ISIL as designated by the UN Security Council. They called upon all armed opposition groups in Syria to completely and immediately dissociate from the above-mentioned terrorist groups;
  7. Strongly condemned any use of chemical weapons in Syria and demanded that any reports in this regard should be investigated promptly and professionally in full compliance with the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction and by the OPCW as the main international competent authority to establish use of chemical weapons; [SF: “promptly and professionally” are not the words, whuch Russia and Iran use to describe “investigations” of Duma-like chemical attacks]
  8. Underlined their firm conviction that there could be no military solution to the Syrian conflict and that the conflict could be resolved only through the Syrian-led and Syrian-owned, UN-facilitated political process in line with the UN Security Council resolution 2254;
  9. Reaffirmed their determination to step up joint efforts to launch the Constitutional Committee in Geneva, that would enjoy support of the Syrian parties, in accordance with the decisions of the Syrian National Dialogue Congress in Sochi and decided to intensify their consultations on all the levels to finalize its establishment at the soonest possible time;
  10. Welcomed the successful development of the “pilot project” within the framework of the Working Group on the release of detainees/abductees and handover of the bodies as well as the identification of missing persons. The release of the detainees on 24 November 2018 constituted a step forward in implementing confidence-building measures between Syrian parties to contribute to the viability of the political process and normalization of the situation on the ground. In this regard they reiterated their commitment to further advance the efforts of the Working group;
  11. Emphasized the need to continue all efforts to help all Syrians restore normal and peaceful life as well as alleviate their sufferings. In this regard, they called upon the international community, particularly the United Nations and its humanitarian agencies, to increase their assistance to Syria by providing additional humanitarian aid, restoring humanitarian infrastructure assets, including water and power supply facilities, schools and hospitals;
  12. Highlighted the need to create conditions for the safe and voluntary return of refugees and internally displaced persons (IDPs) to their original places of residence in Syria. They reaffirmed their readiness to continue interaction with all relevant parties, including the Office of the United Nations High Commissioner for Refugees (UNHCR) and other specialized international agencies, in particular in the context of rendering assistance to preparing and convening the International conference on Syrian refugees and internally displaced persons (IDPs);
  13. Expressed their appreciation to Mr.Staffan de Mistura, the UN Secretary-General Special Envoy on Syria, for his efforts to seek peaceful solution for the Syrian crisis and for his constructive interaction and cooperation with the Astana format during his mission;
  14. Expressed their sincere gratitude to the President of the Republic of Kazakhstan, His Excellency Nursultan Nazarbayev and the Kazakh authorities for hosting in Astana the 11th International Meeting on Syria;
  15. Decided to hold the next International Meeting on Syria in Astana in early February 2019.

BEIRUT, LEBANON (11:10 A.M.) – During the second and last day of the Astana peace conference, the Syrian delegation demanded that Turkey immediately withdraw their troops from Syria.

“We demand turkey to withdraw all its troops if they want to help Syria. First of all the troops which illegally entered the territory should be withdrawn as well as American troops which are present in many areas in the northeastern parts of Syria. They should have been withdrawn. All international organisations should say that starting with the UNSC [UN Security Council],” Dr. Bashar Ja’afari told a press conference after the Astana format talks, as quoted by Sputnik News.

Ja’afari said Turkey was asked to establish 12 observation posts in northwest Syria, but instead, they have sent their armed forces to several cities across the country.

“Turkey should have established 12 checkpoints there, police posts… Instead, they sent armed forces to many Syrian cities… It concerns us very much. We are concerned that turkey doesn’t comply with its obligations of Astana talks and Sochi forum. Moreover, the Turkish armed forces… are currently present in many cities in the northwestern part of Syria,” Ja’afari continued.

He noted that Turkish troops are changing the manes of Syrian villages and even put their own flags.

The last Astana agreement sounded real good too, look how well that’s worked out. There are hardly any details released to the public yet, just the polished official statements with some conflicting details from “sources”. A no fly zone has been proposed with one source saying it will apply to everyone but another says just the US coalition. One source says more Turkish and Iranian OB posts, another says the Russians will act as security police in the region, mmm don’t know about that, some say there’s a 6 months timeline for a partial repatriation of Idlib over that period but no mention of the rest of Idlib or any timeline for it’s repatriation, I think I just have to wait a few days and see what details the Russians release, then compare it to what the Turkish media says to see what I think, so far it’s just more of the same old same old, meaning nothings really changed, which is good, the segment of this article below explains

Article….. What areas will be ‘de-escalation zones’? The zones will cover four areas of Syria: Zone 1: Parts of Idlib province, as well as parts of northeastern Latakia province, western areas of Aleppo province and northern areas of Hama province. There are more than one million civilians in this zone and its rebel factions are dominated by Hay’et Tahrir al-Sham (HTS), an alliance largely controlled by Jabhat Fateh al-Sham, a former al-Qaeda affiliate. ….. HTS aren’t part of the agreement and yet are supposed to control most of the de-escalation zone, it’s even worse than the first agreement, at least then Erdogan had some sort over influence over them, but now they’re on his countries terrorist list he has none. How’s he going to help, send in his own forces to deal with them when they run amok, I don’t think so, the SAA will be doing that. HTS have at least 20,000 fighters in Idlib but most reports say less and quote about 15,000, I think it’s at least 20,000 and probably more, but the SAA have 150,000 so they’re outmanned and outgunned whether it’s 15 or 20,000, they could be beaten in a matter of weeks. Erdogan did have 30,000 fighters in Idlib but he’s sent at least 10,000 east to Aleppo to confront the Kurds already, that means he only has 20,000 fighters left in idlib at the most. that’s roughly 50% designated terrorists that the SAA and Russia can attack even if not provoked, and 50% of them designated noncombatants that can’t be attacked unless provoked. As I said it’s an even bigger recipe for disaster than the first agreement was, at least then Erdogan had some control over HTS but now he has them on Turkey’s terrorist list he has none. The SAA were attacking HTS illegally in the old Asatana agreement whenever they attacked them without provocation, in the old agreement they were semi covered by it’s protection if they didn’t engage in hostile actions, this agreement designates then as terrorists only and not non combatants, they can be attacked if they, harm civilians, meddle in regional political affairs, attack the Turks, attack the SAA or anybody else, they can even be attacked whenever the SAA feels like it too now, SINCE THEY AREN”T PART OF THE AGREEMENT. Sit back and watch the fireworks, if this agreement is supposed to diffuse the situation I’d like to know how, this is more like throwing logs on a fire that’s already out of control. I think it’s just made it a whole lot easier to get rid of HTS and move the SAA in. Don’t panic yet, HTS is remarkably consistent, they can never ever keep the peace, they can’t help themselves, it won’t be long before they give the SAA the very excuse they need to come in and smash them, the morons that work for Erdogan are actually worse, they might break the agreement before HTS does. I’ve still got my marsh mellows ready.
