Over the past days, large Russian cities, including Moscow and Saint Petersburg, have become a target of destabilization campaign.
People living in the cities receive multiple phone calls from persons that provide false data about the economic and social policies of the Russian government (for example, false data about an increase of tariffs and taxes), propose to sign a petition against President Vladimir Putin and participate in anti-government rallies.
A notable part of the persons involved in these campaign are not Russian citizens. They are from Ukraine and Baltic states. These efforts are apparently designed to fuel social tensions among the population of key Russian cities and destabilize the situation there. In the event of success, this will be used for further agressive political and propaganda actions against the Russian state.
In March 2019, the Chief of the General Staff of the Armed Forces of Russia General Valeriy Gerasimov said that the Pentagon was developing a qualitatively new strategy of military operations which has already been dubbed the “Trojan horse”. The general noted that it amounts to active use of the “protest potential of a potential fifth column” in the interests of destabilizing situation while simultaneously precision-guided munition (PGM) strikes are launched at key targets. Then, he said that Russia was ready to counter any such moves. Nonetheless, the most recent developments in the heart of the Russian Federation demonstrate that its adversaries continue employing efforts to destabilize the situation in the country.

Can confirm. Never got such kind of calls. Maybe because I am living in the middle of the Russian north- western nowhere.
The source of the calls is Ukraine and Baltic states.
