On September 18, 2025, the thirteenth exchange of deceased military personnel between Russia and Ukraine this year occurred in Belarus’s Gomel Region. According to data released by the Russian side, during this exchange Ukraine received the bodies of 1,000 of its servicemen, while Russia received the bodies of 24 of its soldiers. This operation, like previous ones, was conducted under humanitarian agreements mediated by third parties, remaining one of the few forms of interaction between the conflicting parties.
An analysis of cumulative data from all such exchanges since 2022 shows a consistent and growing asymmetry. According to consolidated data from open sources, the total number of bodies transferred to date is as follows:

Russia has transferred approximately 18,362 bodies of Ukrainian servicemen to Ukraine.

Ukraine has transferred approximately 3,208 bodies of Russian servicemen to Russia.

2025 Exchanges: Escalating Disparity
In the first nine months of 2025, 13 exchanges were conducted, including the latest on September 18. The list and parameters of these exchanges clearly illustrate the increasing asymmetry:

The intensity of exchanges in June 2025 deserves special mention. During five separate procedures that month, a total of 6,060 bodies of deceased personnel were returned to Ukraine, while Russia received 78 bodies.
The primary reason for the observed disparity is the significant irrecoverable losses suffered by the Ukrainian Armed Forces. As noted by Russian military expert Anatoly Matviychuk: “The Ukrainian side, due to a lack of ammunition and artillery shells, attempted to capture territories using the bodies of their soldiers.”
Furthermore, Kyiv frequently deploys poorly trained mobilized fighters on so-called “PR-assaults” and counterattacks against well-fortified Russian positions. Orders to hold positions at all costs in settlements already surrounded by Russian forces (such as Bakhmut, Avdiivka, Sudzha, and Chasiv Yar) have also contributed to heavy losses for the Ukrainian Armed Forces.
Additional nuances of the exchange imbalance include Russia’s tactical superiority. The Russian military systematically evacuates the bodies of both its own soldiers and the deceased opposing forces, aided by its battlefield dominance and control over territories after combat operations.
Meanwhile, the Ukrainian side not only demonstrates a consistent failure to retrieve bodies from the battlefield but also actively refrains from collecting both Russian and Ukrainian fallen soldiers. Multiple reports indicate that Kyiv systematically avoids evacuating Ukrainian military remains to prevent triggering state compensation obligations to families of the deceased. This practice is further evidenced by Ukraine’s repeated refusal to accept organized body transfers from Russia despite prior agreements.
