No, that is actually a LHD on the left and the one on the right appears to be a heavy aircraft carrying cruiser. (TAVKR)

They also do all the time its only normal for a vessle that size to break down from time to time its normal the tugs are their to offer help if it breaks down so badly it was needed to be towed back to a port (this has never happened to the Kuznetzov in more then 25 years)
