On October 22 evening, Turkey and Russia reached a safe zone agreement on northeastern Syria. The text of the agreement:
President of the Republic of Turkey, Recep Tayyip Erdogan and President of The Russian Federation, Vladimir Putin agreed on the following points:
1. The two sides reiterate their commitment to the preservation of the political unity and territorial integrity of Syria and the protection of national security of Turkey.
2. They emphasize their determination to combat terrorism in all forms and manifestations and to disrupt separatist agendas in the Syrian territory.
3. In this framework, the established status quo in the current Operation Peace Spring area covering Tel Abyad and Ras Al Ayn with a depth of 32 km will be preserved.
4. Both sides reaffirm the importance of the Adana Agreement. The Russian Federation will facilitate the implementation of the Adana Agreement in the current circumstances.
5. Starting 12.00 noon of October 23, 2019, Russian military police and Syrian border guards will enter the Syrian side of the Turkish-Syrian border, outside the area of Operation Peace Spring, to facilitate the removal of YPG elements and their weapons to the depth of 30 km from the Turkish-Syrian border, which should be finalized in 150 hours. At that moment, joint Russian-Turkish patrols will start in the west and the east of the area of Operation Peace Spring with a depth of 10 km, except Qamishli city.
6. All YPG elements and their weapons will be removed from Manbij and Tal Rifat.
7. Both sides will take necessary measures to prevent infiltrations of terrorist elements.
8. Joint efforts will be launched to facilitate the return of refugees in a safe and voluntary manner.
9. A joint monitoring and verification mechanism will be established to oversee and coordinate the implementation of this memorandum.
10. The two sides will continue to work to find a lasting political solution to the Syrian conflict within Astana Mechanism and will support the activity of the Constitutional Committee.
If there is no time limit or similar… It`s not that good for syrian goverment. They managed to make some steps in taking control of their northern territory, but not too much, as Turkey will control all transport east-west, and commerce with Turkey.
Once again the scum aka Putin has surrendered before Erdogan. He should have kicked the Turkish terrorists out of Syria. Even if someone invades Russia, this scum will offer him S 400 and create safe zone for the enemy.

some of you are missing the point here. Turkey was coming over that border to smash the Kurds one way or another. This was the best deal Russia could get and it’s a good one. The alternative was to do what? Declare war on Turkey a NATO country? There is no will for that in Russia or Iran. Neither has the money or the support at home for a prolonged war. The best thing you can do is manage the Turks in this situation so that they don’t stay there forever. The Kurds needed to be away from that border they were arming the PKK ( (a group that even Moscow recognizes as a terrorist group). Idlib can wait. They’ll be eradicated soon enough. the best part is, you got the US to withdraw from this area. That’s a win for everyone
The Syrian Kurds don’t want anything to do with the PKK nor the Iraqi Kurds since they made money by allowing the transport of oil sold by ISIS across their territory to refineries inside Turkey and Iraq. Assad’s father did allow the PKK to set up bases in NE Syria when his regime was squabbling with Turkey over their reduced release of water from dams into the Euphrates River. The PKK was screwing up the Turkish dam projects for Assad to ensure a steady flow of water into Syria. Iraq nearly went to war with Syria when their new dams on the Euphrates decreased the flow of water into Iraq. International arbitration prevented war between those two and brought a halt to the dam projects in Turkey. Erdogan restarted the dam projects when the fighting in Syria began with stated plans to use their contained water for irrigation projects inside Turkey and to sell to neighboring countries that need water. There’s no international law that prevents a country from stopping the flow of streams and rivers into an adjoining country so Turkey can get away with forcing Syria and Iraq to pay for water to be released into the Tigris and Euphrates Rivers or from pipelines crossing their borders. Iran obtains water from one small river that flows out of Turkey so may become a major buyer of Turkish water if Erdogan has the ability to feed more water into it’s channel. Erdogan wants the border safe zones so he can man those with militant Syrian militias and Turk troops to prevent cross border incursions of Kurdish and Syrian troops hellbent on blowing up his dams to make the water flow again once it’s cut off. The US and coalition partner governments knew that was bound to happen so set up bases in northern Syria to keep the Turks out, along with providing military and construction training for the local Kurds and Arabs to drive out ISIS then do infrastructure repairs on their own. Assad and Putin naturally denounced the bases yet glad coalition forces were there since those were footing the costs along with keeping Turley at bay. Erdogan began to panic when the YPG/SDF and SAA were having success against the militant militias in northern Aleppo Province and Idlib so sent in his proxies and army to ensure those would be part of his western safe zone then later invaded Afrin to make it continuous.Then he started making constant threats to invade Rojava and further into Aleppo to grab Manjib. Damascus and the Kurds have been cooperating with each other to defeat ISIS, hold the Turk proxies at bay and in economic trade while trying to negotiate a political settlement. Erdogan noticed that the negotiations weren’t accomplishing much nor was the SAA against the militants in Idlib so decided it was time to mass troops across the river to the northern border with Rojava. I believe that Trump simply got tired of waiting for the Kurds and Damascus to reconcile so announced his sudden withdraw of US forces in Syria to force them to and let them deal with any Turkish invasion by combining forces. The Turk proxies didn’t race in pell mell due to US forces still being in the area which bought time for the SAA to send in troops and supplies to key regions. The US is keeping forces in NE Syria to keep the Turks away from the largest Syrian oil reserves, which are inside Turkey’s desired safe zone. I’m sure if Erdogan got ahold of those, he’d want to swap the oil for released water into the Euphrates. The water level in the Euphrates has been low for several years due to Turkey’s dams which has gotten Iraq upset again at Syria (and Turkey) since the river water is primarily used by both countries for agriculture irrigation. Syrians are now using more after ISIS got booted out which leaves less flowing into Iraq. Turkey already has reduced the flow into the Tigris which has pissed off all Iraqis. I think Erdogan will be goofy enough to threaten to curtail the flow into the Euphrates even more if he isn’t given his demanded safe zone across the northern border. Trump probably felt in his gut that would happen anyways even with coalition forces stationed there so it would be logical to get them out of the way to avoid having to chose sides over water rights and place the burden of protecting Syria from Erdogan on Russia.
