residents of donbas as well as the “official” governments of dpr/lpr welcomed united nations office for the coordination of humanitarian affairs personnel with relative open arms. the dpr/lpr do not consider the un to be an untrustworthy source, due to the fact that russia is a permanent member with veto power on the united nations’ most important body; the united nations security council.
