Is this “up to …” phrase a mistranslation from the Russian original? Strictly speaking it simply states an upper bound and say nothing about a lower bound.
A statement like “Up to 115 Ukrainian servicemen, 3 armored vehicle and 3 pickups were destroyed” would be true if 0 servicemen, 0 armored vehicles and 0 pickups were destroyed, but it would be false if 116 Ukranian servicemen were destroyed.
Does the MOD really issue such empty statements?
