This is a tactical move, to eliminate pockets of enemy group that has just overextended themselves and distract enemy and evacuate the civilian population in the area so they don’t become target for future operation. First, Russian got big fish to catch in Severo-Donetsk-Lysychansk cauldron. If the Kharkiv front go full offensive in Kharkiv, their supply line will be over extended, and Kharkiv still got supply line to Kiev. First cut all the supply line surrounding Kharkiv, before u can start the full offensive. It’s the same situation with Severo-Donetsk, they re not moving forward toward eastern side of the city because enemy has the vantage point in the high ground of Lysychansk, where they can fire artillery at Russian if they moved forward in Severo-Donetsk.

Kharkiv has become target practice for Ukrainian artillery. Recoinnassance is still identifying main Russian targets despite Putin’s attempts to jam radio signals for recoinnassance drones. It’s a small taste of what’s coming their way.

For the past two weeks, Russia’s been making significant gains in and around Severodonetsk. Even Western MSM, which normally prints pro-Ukie propaganda, is admitting these Russians advances.
As for “losses in Donbass,” they have been very well documented by Western MSM during the past ten days or so. Zelensky himself has publicly admitted the Ukraine is losing “up to” 100 KIA and 500 WIA each day.
Just a half an hour ago, WAPO – which is among the most outrageous pro-Ukie propaganda outlets – published an update indicating the Ukies are being defeated in Severodonetsk.
As for the Ukraine’s advances in Kharkov, they appear to be superficial. Remember: both sides have treated this front as secondary to the action in Donbass.

Reinforce Kharkiv defence of “liberated” territories by more troops therefore having less to reinforce suffering Division in Severodonstek.
