A brief overview of the recent developments in Syria:
- Syria’s President Bashar al-Assad has issued a new presidential decree granting pardon for crimes committed before September 14, 2019;
- Thousands of displaced civilians returned on September 15 to their homes in the recently-liberated parts of northern Hama and southern Idlib;
- Turkish-backed militants claimed that they had repelled an attack by Kurdish rebels;
- Militants once again accused the Syrian Arab Army (SAA) of violating the ceasefire regime in southern Idlib. According to them, the SAA shelled several militant positions along the M5 highway.
