Correct. Speed of S400 is not enough. The correct equipment for HIMSRS rocket interception is S300 3M3 something something, along with PantSir or Tor. But they can’t flood all of the gained territory with such equipments. Better to know where HIMARS operates and deploy COUNTER-MEASURES in said zone
