They are conservative numbers very often.
Plus munitions often miss, because the intel is only so precise and sometimes iffy.

Diversions to move the troops out of the way from their well dug in positions. Feints. Long slow hard slog? DOGS. Dog robots. SMOKE smog? Communications. FIRE on the hills? Diverting the rivers into lakes, making small DAMS, reducing the flow of water to make it easy to cross.
Hungry Ukrainians can be lured out if they see Chickens or something alluring.
