Certain people in Bulgaria will sell and resell anything to anybody.Organised Crime has a big part to play here.Most hardware is probably from stockpiles that were stolen from the government. As long as billions in Saudi money is available , there will be crooked takers. I guess most of that money has never found it’s way to state coffers.
