Russian Deputy Foreign Minister Sergei Ryabkov commented on the situation in Eastern Ghouta and the poisoning of Russian ex-spy Sergei Skripal.
Russia has called on the United States to abandon its unconditional plans for a strike against the Syrian government forces and Damascus, Sergei Ryabkov stated, answering the journalist’s question.
“We’ve warned and warned the US that these plans must be unconditionally refused. Any such unlawful use of force, similar to what happened almost a year ago at the Shairat air base, would be an act of aggression against a sovereign state, as defined by the relevant article of the UN Charter,” he said.
Sergei Ryabkov believes that if the situation in Syria and, in particular, Eastern Ghoutachanges for the better, opponents to a peaceful resolution to the conflict could incite the international community by sabotaging this process, possibly by using chemical weapons.
“The situation in Eastern Ghouta has changed radically for the better,” Sergei Ryabkov told reporters on Tuesday.
He drew attention to the fact that tens of thousands of people had already left the danger zone. “All this, of course, infuriates, in the truest sense of the word, the opponents of the government in Damascus; they are looking for new pretexts for attacks on us and on Syria,” Ryabkov said.
“In this situation, of course, any provocations are possible, and we need to be prepared. Provocations could include staging the use of chemical weapons by government troops,” Ryabkov said.
Staged ‘chemical attacks’ will continue in Syria as Syrian troops advance, he added.
Earlier, US Ambassador to the United Nations Nikki Haley said that the US was prepared to act on the use of chemical weapons in Syria. According to him, the United States struck at the Shairat airbase, after a chemical attack in Syria’s Khan Sheikhoun on April 4, 2017, as the UN Security Council “was unable to take action.”
Skripal Poisoning
London still refuses to cooperate with Moscow in the investigation of the poisoning of the former Russian double-agent Sergei Skripal, which Russian Deputy Foreign Minister Sergei Ryabkov has described as a massive provocation.
“The British, acting with explicit malicious intent, have delivered some accusations. Once again, without backing them in any way with material evidence, with any kind of basis, rejecting cooperation, and, most outrageously, successively depriving us of consular access to Russian citizen Julia Skripal, who, as we understand, is in a critical state,” Ryabkov told reporters.
“All this is nothing more than a large-scale, multi-layer provocation, which is being conducted via a whole series of unlawful methods,” the deputy head of the Russian Foreign Ministry added.
Moscow once again declares that neither Russia nor the USSR had a program for the development and production of chemical weapons under the conventional name “Novichok”, Russian Deputy Foreign Minister Sergei Ryabkov stressed.
Moscow has called on the OPCW to provide Russia with all information regarding its reasoning for responding positively to London’s request for the Skrypals case, Russian Deputy Foreign Minister Sergei Ryabkov told reporters.
On Monday OPCW experts arrived in the UK, where they would meet with the leadership of the military, scientific and technical laboratory in Porton Down and with the representatives of Scotland Yard to discuss the transfer process for testing the samples of the substance with which Skripal and his daughter were poisoned.
Earlier, UK Prime Minister Theresa May said that it was “highly likely” that Russia was responsible for the Salisbury incident and later announced a package of anti-Russia measures, including the expulsion of Russian diplomats from the country, and the suspension of bilateral contacts between London and Moscow.
The Russian Foreign Ministry refuted all the allegations and requested the UK Foreign Office to allow a joint investigation into the case.
On March 17 Russia announced retaliatory measures against the United Kingdom, declaring 23 employees of the UK Embassy personae non gratae.

The idea that the British could conclude that Russians are behind a CW attack in the UK is on its face laughable. Realistically, based on scant evidence, motivations of the parties and the required technical ability, assuming that the Novichok agent was actually deployed in some powder form within the BMW of Skripal, only three theories can be described as likely.
1.) a country like Ukraine with the scientific know-how, the motive and the means perpetrated the attack for the purpose of maintaining economic sanction and pariah status against Russia as means of survival for the Kiev regime, and in hopes of improving their bargaining position. It wouldn’t be a totally insane maneuver and would be in line with other reckless activity like taking down civilian airliners.
2.) No attack occurred, or a British simulated attack occurred for the purposes of blaming Russia and giving the UK a pretext to demonize Russian action in Syria, possibly in preparation for a CW attack in Ghouta, or some other rebel enclave, designed to maximize casualties and turn western European opinion pro war by making the British populace feel threatened about being a victim of a CW attack. These activity could be related to the inevitable link between White Helmets and manufacture of CW weapons that will come out in the next few weeks. Based on the direct UK funding of the white helmets, they may have some serious explaining to do, so they struck first.
3.) The third possibility is that rogue elements in Russia, acquired or manufactured a low grade weapon and used it against Skripal in a reckless manner for the purposes of undermining Putin and his party at home.
2.) and nothing else 1&3 scenarios are not really possible, not just because I doubt Ukrainians (or ‘rogue elements’- are (logistically) capable of such actions, but because they would never dare to do anything without western approval. Ukies are nothing but obedient vassals, committing a terrorist attack on british soil without british/american knowledge is basically impossible. Finally, british hysterical (almost insane) reaction, and subsequent dirty media campaign only proves they are behind this.
Well it sort of depends. The major reason to suspect the british is their refusal to share information. However, Ukraine would do something like this because they need a hostile situation between the west and russia, and maybe believe they have engineered other outrageous provocations like taking down a civilian jet just to establish sanctions against russia. It is possible that they are looking ahead to the inevitable end of war in syria, and realize that the west is going to make a deal over their objection, then decide to do something about it to prevent the deal.

I believe that neither Russia nor UK are behind the incident because the major casualty is the Russo-British relations. I do believe that the attack was orchestrated by SBU(Ukrainian counterintelligence), for the express purpose of improving the Ukranian bargaining position and maintaining sanctions against Russia. I believe it is a Ukrainian intelligence directive to create the provocation in order to prevent Russia from normalizing relations with the west. This is a strategy that has support from various Nato elements and Deep State operatives who’s budget and power is based on maintaining Russia in a pariah status and using Russia to justify the creation and support of the western military complex.
