Control has been established over the Moskovske settlement in the Donetsk People’s Republic. Russian units have also captured Borovskaya Andreevka in the Kharkiv Oblast. The European Union is discussing the possibility of using frozen Russian Central Bank assets to provide financial support to Ukraine.
Pokrovsk Direction:
Units of the Russian «Centre» grouping have continued to advance on the Pokrovsk axis. The Russian Ministry of Defense has confirmed that Russian units have entered the eastern districts of Dymytrov (Myrnohrad) and are advancing into its residential areas. Official reports also confirm Russian control over the Moskovske settlement in the Donetsk People’s Republic on October 13.
On the eastern flank of Krasnoarmiisk, Russian units have conducted a series of massive assaults towards Vladimirovka. Offensive operations continued towards Dymytrov from the east of the city, where Russian forces had previously seized the Balagan settlement, and from the north, where control of the approaches to the city has been expanded.
Advances are also ongoing in the eastern part of Rodynske, where a new position has been secured in an area of multi-story buildings. On the southern flank of Krasnoarmiisk, a complex of agricultural buildings near the settlement of Udachne has been taken over.
Sumy Direction:
Fierce fighting continues along the entire front. According to Russian sources, assault groups from the Airborne Forces (VDV) and Naval Infantry advanced 300 meters along tree lines and subsequently consolidated their positions.
It is reported that the Ukrainian side attempted a counterattack in the Kondrativka area with the support of the 158th Separate Mechanised Brigade. According to information from the Russian command, the attack was repelled.
Kharkiv Direction:
The main fighting continues near the Vovchansk settlement. On the left bank of the Vovcha River, Russian units advanced 300 meters. In the Synelnykove Forest area, they advanced 450 meters.
Reports indicate that, having replenished the assault units of the 57th Separate Motorized Infantry Brigade and the 127th Separate Tank Brigade, the Ukrainian side attempted to retake lost positions in Vovchansk. According to Russian sources, the counterattack was repelled. In the Melove-Khatnie sector, assault units supported by aviation and artillery advanced 500 meters.
Kupiansk Direction:
Russian units on October 13 have taken control of the Borovska Andriivka settlement in the Kharkiv region. Near Kupiansk, Ukrainian units expanded their control zone to the north of the city, advancing towards Radkivka from the west. In the Borova area, Russian troops have regained positions previously lost in Zahryzove and reached the southern part of the settlement.
Krasnolymansk Direction:
Russian units continued combat operations in Yampil, occupying part of the residential area and advancing towards the town center. After capturing a network of strongpoints near the railway bridge in Dronivka, fighters of the 25th Combined Arms Army continued their movement through the forested area along the Siverskyi Donets River. The 3rd Combined Arms Army completed the clearance of the forest near Dronivka and advanced to the railway bridge in the settlement.
Zaporizhzhia Direction:
On the Uspenivka bridgehead, operational-tactical aviation carried out strikes on positions in the Pryvilne settlement. Assault groups of the 5th Army of the ‘Vostok’ grouping are advancing on a broad front from the direction of Novohryhorivka. In the Dnipropetrovsk security zone, Russian units stormed the settlement of Oleksiyivka, consolidating their position in a large part of the residential area. In the Huliaipole area, fighting continues in Poltavka.

Amid ongoing hostilities on the Ukrainian front, the issue of funding support for Ukraine is being actively discussed on the geopolitical stage. According to data published by Bloomberg News, the European Union is strengthening its position that using approximately €200 billion of the Russian Central Bank’s frozen assets is the only viable option for providing Kyiv with sustainable financial support against the backdrop of other funding sources being depleted. The possibility of granting Ukraine a «reparations loan» of up to €140 billion is under consideration, and a decision may be made at the EU summit on 23–24 October.
However, these plans are facing serious legal and political complications. As previously reported by the Euractiv portal, there is confusion in the European Union regarding the combination of two loan programmes for Ukraine based on Russian assets, and no final decision on this issue has yet been reached.
The strongest opposition comes from Belgium, where most of the frozen funds are held through the Euroclear depository. Belgian Prime Minister Bart De Wever has openly expressed concerns, stating that the proposed scheme amounts to confiscation, and has demanded that the EU provide more guarantees and share the potential legal risks among all member states. EU auditors also warn that, in the event of Ukraine defaulting on such loans, additional budget expenditure would fall to the European Union itself.
In light of these discussions, the fate of the frozen Russian assets remains one of the most contentious issues in international politics. According to Reuters, G7 finance ministers intend to discuss this issue at their meeting on 15 October. However, growing pressure, persistent legal risks and a lack of consensus among Western countries continue to hinder the implementation of these plans, leaving the question of their practical implementation unanswered.
