On February 28th, the development of new sniper rifles for the Russian military was announced, as part of the “Ember” [Ugolek] project, as per Albert Bakov, director general of the Central Scientific Research Institute of Precision Engineering (TsNIITochMash).
“We are working on the Ember project. We are talking about the creation of sniper complexes for the Ministry of Defense – two semi-automatic sniper rifles,” Bakov said in an interview with the Izvestia newspaper.
When asked if these rifles will go to replace the armor-piercing Dragunov sniper rifle (SVD), he replied: “We will never replace the SVD.”
“At the distances at which the SVD is effective – up to 800 m – you can spend several billions and not achieve anything. The SVD is brought to perfection. You can row with it, you can throw it – at a distance of 500-800 m it works perfectly. You probably can improve the optics, something else, but in general, it is better not to do it,” Bakov said.
“We are faced with the fact that in some cases we need rifles working at a longer distance. We are developing rifles of two calibers – .308 and .338 Lapua Magnum (special sniper cartridge, for firing at long distances). But there is a small problem: the early stages of the work on the rifle was carried for the needs of the special services. They have a slightly different approach to equipment than the Ministry of Defense, which put tough conditions on us – no imported components,” he said.
TsNIITochMash is part of the Rostec corporation. In addition to artillery complexes it also develops small arms. TsNIITOCHMASH is the lead developer of the “Warrior” combat equipment.
Earlier, on January 11th, Bakov also spoke of the 2S42 Lotos self-propelled artillery gun (howitzer).
He also spoke of the “Accuracy” [Tochnost] sniper complex. He said that for the project, import substitution was also very important, as per Ministry of Defense requirements.
“Import substitution is one of the key tasks of all Rostec enterprises. This process is critically important in the defense sphere, where we cannot depend on foreign countries: Russia needs its own weapons, this is a matter of national security. High-precision sniper complexes “Accuracy” is a model of high technologies in the production of domestic small arms. Previously, rifles of this class were purchased abroad, now their production is mastered in Russia. We are talking about 7.62 x51-mm and 8.6 x 69-mm high-precision sniper complexes – and this includes sniper rifles, aiming tools, and ammunition that have already been developed, passed state tests, and have been adopted by the security forces. The replacement of currently used components of foreign production with domestic products is being carried out in a planned manner.”
In addition, the 5th Army 2019 International Military and Technical Forum will take place between June 25th and 30th.
The schedule is the following:
“June 25, 2019 – opening of the Forum, official part, work of top public officials, heads of state authority, industrial enterprises and foreign delegations;
June 26-27, 2019 – days for specialists;
June 28-30, 2019 – days for the public.”
The programme of the forum will include a static exhibition exposition, demonstration and business programs, as well as protocol, cultural and artistic events.
As per the announcement, “more than 2,500 enterprises and organizations have been invited to participate in the Forum. A preliminary zoning of the static exposition is held in the exhibition halls and at outdoor venues of the Patriot Congress and Exhibition Center.”
More than 130 foreign delegations will be invited to attend the forum, as well as foreign enterprises. There will be further information regarding the forum at the VIII Moscow Conference on International Security (April 24-25, 2019) and at international events with the participation of officials from the Russian Ministry of Defense.
There are likely to be some notable reveals, showcases and exhibitions leading up to and during the Army 2019 forum.

338 lapua magnum is referred to as 8,6 cartridge in the metric designation and have an effective range of 1200 m.
Lapua magnum was/is solution – between .50 and .223 or 7,62×51/54mm. And why they don’t make bull pup version of .50? Those rifles are toooo looooong, very hard to move with them especially inside. Bull pup makes them easier for handling. I think Fins had idea of .50 round with sub caliber of .223. Very fast and accurate should be.

US Military has developed nano laser sniper ultra high class precision riffles called FOS (Futuro Outer Space) that can hit targets at 8 000 m within a 20 mm target range.
But, we Americans never brag in public as the amateurish Russians are doing, as we as professionals are keeping this military classified AAA in deep silence in the shadows.
