Late on August 6, the Israeli Defense Forces (IDF) carried out a new series of strikes on the Gaza Strip in the framework of Operation Breaking Dawn which was launched a day earlier with the aim of deterring the Palestinian Islamic Jihad (PIJ).
One of the Israeli strikes targeted a vehicle near the Imad Aqal mosque in Jabalia, killing at least five people. Four of the causalities were children aged five, nine, ten and eleven. More than 15 others were reportedly wounded in the same strike.
The Health Ministry in Gaza has not yet released an official count of the casualties, which may be as high as nine, according to some news sources.
A few hours earlier, the Health Ministry revealed that 15 people have been killed since the beginning of Operation Breaking Dawn. The ministry added than more than 140 others were wounded.
The repeated IDF strikes on Gaza failed to inflict any meaningful damage on the military wing of the PIJ, the al-Quds Brigades, that continues to launching rocket attacks at towns and cities in southern and central Israel. The faction has launched more than 360 rockets since the start of the Israeli operation.
The IDF said it launched Operation Breaking Dawn in response to threats by the PIJ, who stepped up its political and military activities in the West Bank’s Jenin refugee camp in the recent months.
Israel’s acting Prime Minister Yair Lapid has been reportedly advised to conclude the operation in Gaza. However, this may not be possible after the massacre in Jabalia, which will likely provoke a fierce response from Palestinian faction. The Hamas Movement, which has been quietly supporting the PIJ, could join the battle.

To answer your question: Abbas does _not_ keep getting voted in. He had been voted in in 2005, for a term of 5 years as president of the Palestinian Authority. That term expired in 2010. However, in 2007, a conflict between forces loyal to the PA government and to the PA president respectively – or if you wish, Hamas and Fatah forces – the PA was rended into two parts: Gaza, controlled by the government (Hamas), and the West Bank, controlled by the president (Fatah). Of course, Israeli occupation, which favors the more collaborative Fatah leadership, has had more than a little involvement in this situation, as has the US (e.g. via Lt. Gen. Dayton and in many other ways).
Anyway, since then, there have not been elections involving all PA citizens. In the West Bank, the Fatah set up a “government” (recognized only be the occupying forces and their international allies), but also started a severe political crackdown against oppositionary forces and organizations, particularly those affiliated with Hamas. According to the Palestinian constitution, in 2010, Abbas’ term expired, and the president of the PA is now the speaker of the Palestinian Legislative Council (= the parliament), Aziz Dweiq. But the parliament is split between Gaza and the West Bank, and many of its members are in Israeli jails at any given time – as Israel had no plans of respecting Palestinian democratic institutions, especially after Abbas was willing to toss them. So, the PLC is not really active, and its term also expired. Negotiations of a possible Hamas-Fatah reconciliation and the holding of new elections have been held several times, but new elections have not yet been held (again, partially due to Israel as the occupying power).
