Russia and Ukraine continued their mutual exchange of strikes on the night of November 18-19, 2025. According to the Russian Ministry of Defence, Russian air defence systems destroyed 65 Ukrainian unmanned aerial vehicles (UAVs) while repelling the night attack. The largest numbers of UAVs were shot down over the Black Sea (16), the Voronezh region, and the Krasnodar Krai (14 each).
In turn, the Ukrainian Air Force reported a large-scale combined attack by the Russian side using strike UAVs, as well as air- and ground-launched missiles. According to their information, a total of 524 air attack assets were launched: 48 missiles and 476 UAVs of various types. It was claimed that 483 air targets were shot down or suppressed during the defence against the strike, including 442 UAVs, 34 Kh-101 cruise missiles, and 7 Kalibr cruise missiles.
Strikes on Ukrainian territory were concentrated primarily on western regions. The main targets were critical infrastructure facilities, including energy complexes, military warehouses, and industrial enterprises.
In Lviv (Lviv region), buildings of the “PORT” industrial park were destroyed by a missile strike. According to publications, this park played a vital logistical role, serving as one of the flagship projects for rerouting cargo supplies from the Black Sea ports to western Ukraine.
New warehouses of “Ukrposhta” were also destroyed; according to Russian intelligence data, components for drones were stored there. Furthermore, an energy facility was damaged, leading to power outages in the city. Destruction was reported at a woodworking enterprise and a warehouse premises, where a large-scale fire broke out. In the city of Sambir, an industrial facility was attacked.
In the Ternopil region, strikes, including at least nine missile impacts, hit the territory of the “Orion” radio plant. This enterprise specializes in producing VHF-band communication equipment for military and security structures and other industries, making it a significant element of the military-industrial complex. The strike caused a fire at the plant, accompanied by explosions. Additionally, an oil depot caught fire in Ternopil. Local authorities recorded a significant excess of chlorine levels in the atmosphere, indicating possible damage to chemical storage tanks.
In the Ivano-Frankivsk region, Kalibr cruise missiles attacked the Burshtyn Thermal Power Plant (TPP) – a major power generation facility, as confirmed by local authorities. Strikes on the energy infrastructure in the region led to rolling blackouts.
Five Kinzhal hypersonic missiles were launched against the Kyiv region, although specific damaged objects were not detailed. In the Dnipropetrovsk region, a strike by UAVs hit a facility belonging to the energy company DTEK. Explosions were also reported in the Vinnytsia, Chernihiv, Cherkasy, Poltava, and Kharkiv regions, as well as in the part of Donbas under Ukrainian control.
Strikes on Russian territories were accompanied by attempted Ukrainian drone incursions and the use of American ATACMS missiles.
Reports indicated a possible attack on a facility in the Krasnodar Krai, where Ukrainian channels disseminated footage of a fire near one of the oil refineries; however, this information lacked official confirmation. During the day, Voronezh was struck by four American ATACMS missiles, which, according to the Russian version, were shot down by air defence systems. The falling debris damaged the roofs of the Voronezh Regional Geriatric Centre and an orphanage. In response, Iskander-M missile strikes destroyed two MLRS launchers in the Kharkiv region, from which, according to the Russian side, an attempt was made to attack Voronezh.
Against the backdrop of escalating hostilities, foreign media, citing sources in the US administration, report a possible intensification of diplomatic efforts to end the conflict. According to Politico, the White House intends to present a 28-point framework document for ending the conflict to Ukraine and Russia by the end of November. It is reported that this plan might be presented to the Ukrainian side as a fait accompli, with the US administration believing that the current military and political situation may compel Kyiv to accept the proposed terms.
