The Russian government has approved an open-ended on the deployment of the Russian Aerospace Forces in Syria and submitted it to President Vladimir Putin for ratification to the State Duma.

Earlier, it was reported that Russian and Syrian governments agreed to the indefinite deployment of the Russian military grouping in the country. The agreement was signed in the Syrian capital in August last year.

According to the document, Syrian authorities should provide the Hmeymim airfield with its infrastructure and territory, to be determined by the sides, for Russia without any compensation.

Currently, aircraft and helicopters, which take part in anti-terrorist operations against the Islamic State in Syria, are deployed on the base Hmeymim.

It is interesting to read the interpretation by Debka (Israel).

There may be validity to their assessment (despite the usual broader narrative supportive of the actions of Israel as to be expected). Certainly any ambiguity of which nation may be conducting air strikes against militant groups (‘moderate’ or otherwise) will moderate any foreign actions against air-force assets (the consequences would be painful and counter-productive [Russian missile system deployments] as Turkey came to realise) .

It seems to be a well calculated move.

Russia will be in Syria for the long term, southern Syria and Easten Syria (Dei Ezzor) will be off limits to foreign powers aiding the terrorist network. US can try to take Racqa, let’s see if they have the appetite for casualties.

Those are special forces supporting the Kurds doing the main grunt work in N. West Syria. US Cannot deploy hundreds of aircraft in that part of Syria. Their attempt is to take Racca from Isis and establish a credible presence in Syria. The US special forces along with SAS and French elements they are not a viable fighting force supported by heavy equipment and related firepower. The best they can do is to observe ISIS movements and deployments and paint them for air strikes. That is why US coalition air strikes were ineffective, due to lack of intelligence on the ground identifying targets. NW Syria is the sand play box for US and its allies.

I am not to verse on the terms used in law binding agreements. What does it mean by open-ended for this? What does this whole bill entail? Does this mean that it would be legal under Russia’s laws that the airbase in Syria is more or less like Russian territory or that it can be used at any whim?

It means without a pre-set expiration date. No one believes that Russia is going to have that base for 10,000 years. But by “open-ended” it means that it is not like a 5 year contract. They could have it for a few years, or for decades. It all depends from day to day. But their is no pre-shut down date for the base, and their is no pre-expiration date for the aerospace or air force planes to stop using the base.

i think this is meant to signify to the west that russia is there for good in a permanent base. this will crush their hopes of invading syria eventually. they cant just take over a country that hosts a russian base without extreme risk of direct conflict with them. this insures syrias long term survival, at least from direct or large scale military actions.

Actually, Obama just authorized the invasion of Syria today. 3,000 sepcial forces troops from the US are going to conquer Raqqa along with hundreds of aircraft to back them up. they can try, but its too little, too late. even 8,000 troops cannot overtake a country that size. they also cannot defeat the syrian army nor the russian air force. the best they can hope for is an enclave or two where they can try to stir the pot by aiding the kurds and others. as far as a full invasion like was done to iraq, the russian base there will prevent that.
