Getting taxes from newly stolen province (Crimea), stoling goods from provinces yet to be stolen (some areas in eastern Ukraine) – there’s your capacity for growth. They cannot grow if they won’t steal something. It’s true for Russia at least since bolshevik revolution. Also I wonder how much does Assad pay for military operations in Syria.

As a matter of fact, he should eat all of the ties. The resulting demand in new ties, because Sakashvili ate the old ties, would result in an tie production boost. New tie factories could be built in Ukraine, and produce a considerable infusion of hard needed cash. In addition, ties are a multi use thing. One could use ties to rebuild ties with Russia, or one could go and build Tie fighters out of them. I am sure candidate Darth Vader (possibly the least corrupt candidate in Odessa) would approve of the concept.
