Russia will provide Cuba with “active support” as the United States increases pressure on the island nation, Russian foreign ministry spokeswoman Maria Zakharova said on May 21.
During a press briefing, Zakharova expressed “full solidarity” with Cuba in the face of “gross interference in the internal affairs of a sovereign state, intimidation, and the use of unilateral restrictive measures, threats, and blackmail.”
“Cuba continues to be the target of brutal economic pressure from the United States,” she added. “The new restrictions imposed by the White House in early May against third-country companies operating on the island of freedom are the latest round of Washington’s pressure policy, the primary goal of which is to strangle Cuba economically.”
The U.S. began escalating against Cuba earlier this year, right after President Donald Trump ordered a special operation to capture Nicolas Maduro, the long-term leader of Havana’s ally Venezuela. More than 30 Cuban troops who were guarding Maduro’s residency in Caracas were killed in the operation.
Trump has since vowed to starve Cuba of oil, amid one of the worst energy crises in the history of the communist-ruled nation.
Zakharova’s latest remarks came just four days after Axios reported that Cuba has acquired more than 300 military drones from Russia and Iran.
The report, which cites classified U.S. intelligence assessments, alleges that Cuba had discussed plans to use military drones to attack the U.S. naval base at Guantanamo Bay as well as military vessels and possibly Key West. It also said that Havana has been acquiring drones since 2023 and is seeking to buy more.
A senior U.S. official told a news website that the Trump administration is concerned because of developments in drone warfare and the presence of Iranian military advisers in Cuba.
“When we think about those types of technologies being that close, and a range of bad actors from terror groups to drug cartels to Iranians to the Russians, it’s concerning,” the unnamed official was quoted as saying. “It’s a growing threat.”
On May 18, Cuban President Miguel Diaz-Canel warned that any U.S. military action against Cuba would lead to a “bloodbath” with incalculable consequences for regional peace and stability.
“Cuba does not represent a threat,” Diaz-Canel said in a post on X.
Cuba has since launched military drills, and test-fired upgraded air defenses in a clear message to the Trump administration.
Drones could be a major upgrade to Cuba’s largely outdated military capabilities. As Axios reported, this would threaten the U.S. naval base at Guantanamo Bay, as well as military vessels and possibly Key West. Still, drones alone will not likely be enough to deter the Trump administration.
In recent weeks, Trump threatened Cuba more than once, saying he can do “anything” he wants with Havana and may have “the honor of taking Cuba.” On May 20, he said he was “freeing up” the nation.

a batch of drones will not stop trump from anything. short term measure could be a joint russian/chinese fleet stationed in cuba and long term the only way to protect cuba is a permament military presence, e.g. a naval and airforce base at the chinese mariel port used and maintained by china and russia together.
