The military phase of the Syrian conflict has ended, Gen. Valery Gerasimov, Chief of the General Staff of the Armed Forces of Russia, said at the Moscow International Security Conference on April 24.
“Currently, the military phase of the conflict is over. Within two years, with the Russian support, the collapse of the Syrian state was prevented, and most of the country’s territory was returned to the control of government forces,” the Russian commander said, according to Interfax.
Gen. Gerasimov added that that all the conditions needed for a political settlement and a reconciliation process in Syria have been set. He also stressed that there will be no more “large-scale military operations” in the war-torn country.
The Russian commander revealed that the support of Russian forces has allowed the Syrian Arab Army (SAA) to liberate 1,400 settlements and 8 oil and gas fields throughout Syria. The Russian military campaign in Middle Eastern country began in mid-2015.
Commenting on the US-led coalition operations in Syria, Gen. Gerasimov said that at least 3,000 people, including 1,400 women and children, were killed by the coalition. These numbers are close to those provided by independent groups, such as AirWars.
While Syria will not likely witness any large-scale battles from now on, the country is still far from being stable. Last week, more than 50 Syrian service members were killed by terrorist groups. The northeastern part of the country is also witnessing unprecedented tension between Turkey and local Kurdish forces.
What does this mean for Idlib then?
I hope that Turkey will return it, along with northern Aleppo province, my expectation is another Golan heights scenario since for whatever reason Russia seems to value Turkey’s favour over their alliance with Syria.
I don’t know though, maybe the Russians have something else in the works that we don’t know about.

President Putin has just offered Russian citizenship to the citizens of Donetsk and Lugansk. This is a few years after the first calls to do so, but today, the time is right I would think.
There are literally tens of thousands of gang members in Idlib with guns that are supplied from Turkey. In time the financial strain on Turkey will cause a situation whereby the gang members have to be disarmed by the Turks, in order to prevent blow back by these terrorists within Turkey.
Given time, the cancer in Idlib will grow and threaten its host. This is when President Putin and the SAA+ allies , can offer to cut the cancer out of the Turkish host. It would be a humanitarian gesture to Turkey to do so :) In my opinion it could take up to 2 years.

And then when circumstances required it, there was a resumption of military action on an as needed basis. The same thing happened in Chechnya. There was a second Chechen war after the first one to solidify government control over the separatists.

Resolution 2254 is the Assad killer, I was right, this is how Putin intends to repay Assad for his loyalty, by delivering free and fair elections to Syria via that resolution. Sure they’re going to be free and fair elections, but with huge amounts of US, EU, and Israeli money all being spent on opposition groups. They can’t boot him out militarily so they intend to buy him out of office instead. But Assad’s fighting back, he’s just issued a new statement that leaves us in no doubt that he isn’t a party to these procedures at all. I don’t know what he can do to help himself, but I’m sure he’s no longer in any doubt about Putin’s true motives and objectives. So I think Assad will now start look for an alternative strategy to circumvent this new resolution, that’s if there is any alternative available, and if there isn’t I think he’ll try to come up with one himsel, [though sadly I don’t think he’ll be able to]. And I’m also sure we’ll soon see a fracturing of the Assad Putin relationship too, sometime in the very near future, you can only let a friend stab you in the back so many times before you realize your supposed friend is no friend at all. To be honest I think Iran is also capitulating to the west and allowing Assad to be thrown under the bus by endorsing this resolution. The Iranians may have been promised something by Putin and others that makes it preferable to keeping Assad in power, otherwise they would never have endorsed resolution 2254 in the first place. Because it also calls for a redrawing of the constitution with only 50 if the representatives being from government institutions, 50 coming from so called independent parties, and the worst, 50 from the opposition parties, meaning that the terrorists Assad’s fighting in Idlib also get a say in the new constitution, very very bad.
