The redeployment of Russian forces in southern Syria appears to be nearing as talks between the country’s new Islamist-led government and Israel are reported to have reached a dead end.
On November 18, Russian defense officials conducted a tour in the region, in the first such move since the fall of the regime of President Bashar al-Assad last year.
“A joint delegation from the Syrian and Russian ministries of defense conducted a field tour that included a number of military points and sites in southern Syria, with the aim of learning about the situation on the ground within the framework of the existing cooperation between the two sides,” a statement from the Media and Communication Department published by the state-run Syrian Arab News Agency reads.
The delegation inspected several positions in the governorates of Daraa and al-Qunitra, including al-Safra barracks, a military checkpoint that was previously manned by the Russian Military Police, and the Al-Tulol Al-Homr, an important height overlooking Israeli military bases in the occupied Golan Heights.
The tour came just two days after a large delegation from the Russian Ministry of Defense, headed by Deputy Minister of Defence Gen. Yunus-bek Yevkurov, arrived in Damascus, where it held extensive meetings with senior Syrian defense officials, including Minister of Defense Maj. Gen. Murhaf Abu Qasra.

The withdrawal of the Russian Military Police from southern Syria amid the fall of the Assad regime last December allowed Israel to invade the buffer zone adjacent to Golan, where they later established a series of positions, including at least two atop of the strategic Hermon Mountain.
The new government in Syria was quick to resume engagement with Russia on the highest levels, with the situation in the southern region among the first issues reportedly discussed between the two sides.
The country’s interest in the return of the Russian Military Police to the southern region was first reported by Kommersant in August.
The issue was again discussed in October by Russian President Vladimir Putin and his Syrian counterpart Ahmad al-Sharaa during the latter’s visit to Moscow.
Despite reports of important understandings after the high-level meeting, no agreement was announced. Even the fate of Russia’s two military facilities on the Syrian coast, the Khmeimim air base and the naval base at the port of Tartus, remain unclear to this day.
The tour by Russian defense officials in southern Syria came amid reports suggesting that talks between the country’s government and Israel on a security agreement, which are sponsored by the United States, are not moving forward.
In fact, just a few hours after the tour was concluded on November 17, Israel’s Kan public broadcaster reported that talks with Syria are currently at a dead end.
The sticking point is Syria’s demand that the Israeli military pull out of areas it seized inside southern Syria following the fall of the Assad region, according to the broadcaster, which said that Israel is refusing to take such a step in exchange for less than a full peace deal with Damascus, which currently is not under discussion.
With no agreement in sight, the redeployment of the Russian Military Police in southern Syria seems to be the country’s only option to counter Israel’s influence there.
Russia and Israel have been in talks over Syria. The situation in the country was one of several issues Putin discussed with Prime Minister Benjamin Netanyahu during a phone call on November 15. Several similar calls between the two leaders were reported in recent months.
The redeployment of the Russian Military Police in southern Syria would limit the freedom of movement of the Israeli military, and at the same time address any security concerns Israel has. However, Moscow will not likely move forward with such a step without a wider understanding with Damascus, including the future of its bases on the coast among other issues.
