On February 2nd, the Russian peacekeepers in Nagorno-Karabakh are reportedly mediating for the return of 2 Azerbaijani soldiers detained by Armenia National Security Service in the territory of Tegh settlement of Syunik Province of Armenia.
On Azerbaijan’s side, the active phase of the Joint Tactical Winter Exercise 2021 held in Kars has begun.
According to the exercise scenario, mortar units have destroyed various targets. The exercises will be held from 1 to 12 February.
It should be noted that the Winter Exercise 2021 is held with the participation of units of the Turkish Armed Forces and the Combined Arms Army.
The Kars region is just along the Armenian border.
The Russian peacekeepers are continuing their efforts.
In total, during demining in Karabakh, 859.3 hectares of territory, 245.8 km of roads, 962 housing construction, including 27 socially significant objects, were cleared from unexploded ordnance, 23 936 explosive objects were found and neutralized.
According to the report, the measures for demining and removal of the discovered explosive objects to the destruction area were not carried out due to difficult weather conditions.
During the day 96 refugees returned from the territory of Armenia to Nagorno-Karabakh. In total, 51,947 people have returned to their former residences in Nagorno-Karabakh since November 14, 2020, the Russian Defense Ministry reports.
On January 30, at the request of Azerbaijan, the medical squad of the Russian peacekeeping contingent conducted the evacuation of 16 ill servicemen of the Armed Forces of Azerbaijan from the Maghavuzi Vank settlement where they were transferred to Azeri doctors.
It is noted that the ceasefire is observed along the entire line of contact.
On February 1st, the Government of the Republic of Armenia submitted an Inter-State Application against Azerbaijan with the European Court of Human Rights claiming Convention violations during and in the aftermath of the war waged by Azerbaijan.
“In particular, the Armenian Government claims that Azerbaijan has violated the right to life, prohibition of torture and inhuman treatment, the right to liberty, the right to property, the right to personal and family life, the right to education, as well as a number of other Convention rights of the population of Artsakh and Armenia. Among other things, the Government raised the issues pertaining to the protection of the rights of prisoners of war; individual civilian captives; displaced people; deceased and wounded persons and their relatives; persons lost their property; local and international reporters, have been raised in the Application. A large amount of evidence has been submitted along with the Application.”
The Inter-State Application is an essential step of triggering an international legal mechanism by Armenia. It is also noteworthy that this Application is the first Inter-State Application submitted by Armenia at the ECtHR.
