T-64 series have six small road wheels that are all below the level of the side skirts.

To point out, most soviet designed aircraft can take off from improvised runways. This can range from airstrips designated for agricultural usage, to roadways with pavement or compacted earth. Aircraft would have most likely scrambled in first hours of conflict to designated safe sites. Some even potentially entered neighboring states, then flee under the radar to their designated locations. What is for sure is that the logistics to maintain these aircraft is diminishing along with fuel supplies within Ukraine itself.
