On May 15, Ibrahim al-Idlabi, a military advisor to the Free Syrian Army (FSA), revealed to the Syrian pro-opposition news outlet Enab Baladi that Russia, Iran and Turkey are preparing to reopen the strategic highways (Hama-Aleppo) and (Aleppo-Afrin), which pass through the opposition-held areas in Idlib and Aleppo governorates.
According to al-Idlabi, a joint force of these three countries will open the two highways, secure a 10km wide area on their sides and conduct patrols on them. The two highways will be open for civilian and commercial traffic.
Enab Baladi said that Russia, Iran and Turkey had agreed to open these two highways during a previous round of the Astana talks. However, the three countries didn’t set a timeline to fulfill the agreement, likely because the priority was to conduct anti-ISIS operations.
Now, it appears that the three countries are ready to employ this plan, especially that the ISIS pocket southwestern Aleppo was eliminated. The Turkish Army also imposed its control over the Afrin area and established the agreed upon observation posts in northern Syria.
Syrian pro-government activists doubt that this optimistic plan could be executed on the ground due to the presence of Hay’at Tahrir al-Sham (HTS), which controls large parts of the Hama-Aleppo highway. However, observers believe that Turkey may be able to pressure HTS into accepting the plan, the way it has accepted the observation posts.
This is mere day dreaming and HTS are supported by Turkey. Turkey will never allow this to happen finding the excuse of opposition from the terrorists it supports. The so called observation posts by the Turkish regime are nothing more than occupation of Syrian sovereign land to protect the terrorists they support. Only a military operation by the Syrian government to take back its own sovereign land can open this highway.

If they could get Turkey to concede to it the SAA shouldn’t have too much trouble seizing the whole Idlib province. But it comes down to the fact that Turkey would rather share a border with a small allied state than a strong rival. Also many of militants in the area are already under the indirect control of Ankara, so it is very possible the current state of affairs could continue for years with only sporadic clashes between all sorts of sects. That is to say, Idlib may look a lot like Gaza.
How many times has Erdogan told his supporters he would go on to take all of Idlib province [eventually], 2 or 3 times I forget, he’s also stated he wants to take over all of Aleppo province as well, even though the SAA are already there. Erdogan’s always been and will probably always be, nothing but a spanner in the works, so don’t hold your breathe waiting for him to concede anything. But I have to admit I didn’t think he’d ever cooperate with the Iranians so maybe somethings changed that will persuade him to do exactly that, but I still won’t be holding my breathe waiting for it to happen.
