With standard ammo the range is 40km. With precision-guided munitions the range is 70km (supposedly)

Yes.
The time on target is pretty common place, it goes way back. Rather it was multiple guns or one gun and a fast crew. The practice predates WW2. Today with auto loaders and ballistics computers it takes the talent out of a good gunnery crew! I am not saying that the old guys were anywhere near as accurate as the computers. However the idea of TOT was probably achieved numerous times before the first ballistics computers or any computers were even thought of.
