On July 28, Germany’s Chancellor Angela Merkel said that the recent attacks in Germany and across Europe are “shocking, depressing and terrifying.” However, she refused to back down from an open-door refugee policy that had attracted fierce criticism following recent series of lone-wolf attacks in the country.
