The West’s Ukrainian war buffet isn’t closing—but the U.S. is leaving the table, Europe keeps refilling its plate, and the bill remains unpaid.

After the Rutte-Trump meeting (July 14, 2025), the focus has shifted to practical matters: the types, quantities, and funding of weapons to be supplied to Ukraine. Following Trump’s statement that the U.S. intends to fund aid for Ukrainian forces through European budgets, the reaction in Europe has been mixed.

True to form, the first to object were the Hungarians, who have consistently opposed any initiatives supporting Ukraine. They were soon joined by the Czech Republic, which justified its stance by citing its participation in the so-called “artillery initiative”—a program supplying ammunition to Ukraine’s Armed Forces, though its funding and logistics mechanisms remain unclear. France then added its dissent, declaring that developing its own defense industry takes priority over strengthening America’s military sector and deepening dependence on the U.S. Italy also refused, citing budgetary constraints.

France’s economy is desperate for military-industrial cash

Criticism of Trump’s proposal appears justified: this scheme effectively boosts U.S. defense industry growth through new contracts while increasing financial pressure on Europe. French arms manufacturers, which have expanded production and are posting record profits, naturally prioritize their own interests.

France cannot afford the additional costs of buying arms from the Americans also because the country’s public debt has passed €3.4 trillion, which is more than 100% of GDP. That is, France has become one of the EU’s three biggest debtors, following Greece and Italy. Meanwhile, countries like Italy struggle to fund even their own needs.

The main obstacle turned out to be a legal technicality: purchases of American weapons for Ukraine can only be financed from individual EU member states’ budgets—not from collective European funds. This places additional strain on national economies, many of which are already in crisis. Worse, some alliance members only learned of their “participation” in the program after its public announcement.

Though NATO Secretary-General Rutte claimed that Finland, Denmark, Sweden, Norway, the Netherlands, and Canada are ready to back the initiative, diplomatic sources in two of these countries disputed this, noting their governments had not been informed in advance. This situation starkly illustrates the current state of transatlantic relations and Trump’s dismissive attitude toward European allies.

Discontent with Washington’s actions continues to grow. More countries may join the critics, given the clear difference between using pooled European funds and direct national spending. The situation is further complicated by rising social tensions in the EU, fueled by migration challenges, economic downturn, and declining living standards.

In fact, the entire burden of the scheme that Trump came up with falls on the Germany and the UK. The UK, which on May 31, 2025, announced a change in its land operations doctrine, presenting a 20-40-40 strategy (abandoning heavy armored vehicles in favor of flexible, drone-centric forces) that will clearly require a lot of resources, both financial and purely temporary. As for Germany is already experiencing serious problems in the industrial sphere, closing its legendary car factories.

Notably, the U.S.—long the primary donor of military aid to Ukraine (supplying its own equipment)—now seeks to shift these costs onto Europe. The latter, realizing Russia won’t face a swift defeat, has dropped its earlier caution and begun more loudly proclaiming “unity” with Washington and “European solidarity”.
