On October 14-15, 2025, the intense exchange of strikes between Russia and Ukraine continued. According to Russian reports, the primary focus of the operation was the destruction of command posts, ammunition depots, energy infrastructure, and logistical hubs supporting the Ukrainian Armed Forces.
Following a major blackout in Kyiv the previous day, Russian forces launched repeated strikes against the TEC-6 heat and power plant in the capital, as well as against electrical substations in the Kharkiv, Dnipropetrovsk, and other regions. By the evening, emergency power outage schedules had been implemented across all regions of Ukraine, except for parts of Chernihiv Region.
Attacks on Ukraine’s energy facilities have been ongoing since the start of the special military operation. However, until recently, the Ukrainian side had managed to minimize the scale of blackouts and maintain relatively stable operation of the power system. Significant changes in Russian strike tactics, including concentrated attacks on critical elements of the energy and gas infrastructure in several regions simultaneously, have enabled more impactful strikes, which have already affected the stability of the power supply.
According to the Russian military department, this campaign is systematic in nature and aims to create transport and energy isolation for individual regions within Ukraine, thereby complicating the supply of military and industrial facilities.
Details on Strikes in Ukraine
The Russian Ministry of Defense reported strikes by operational-tactical aviation, attack unmanned aerial vehicles (UAVs), missile forces, and artillery in 145 districts of Ukraine. Approximately 100 “Geran-2” and 25 “Garpia-A1” UAVs were used in total, allowing for a wide range of targets to be hit simultaneously, from command posts and ammunition depots to energy and transport infrastructure.
Specific targets included:
-
Pavlohrad (Dnipropetrovsk Region): A strike on an electrical substation caused power outages across the city, and the railway station, which plays a key role in transporting military cargo and facilitating the movement of Ukrainian forces, was damaged. The disruption of these facilities significantly impacts the logistics of Ukrainian troops in the region.
A thermal power plant in Kamianske, an electrical substation, and several other energy facilities were disabled. Kamianske, as an industrial and energy center, is crucial for supplying military enterprises and the population; power disruptions here affect the combat capability of Ukrainian troops.
- Kharkiv Region: An electrical substation in the settlement of Nadezhdino and temporary deployment points of five Ukrainian military units were hit. These substations supply electricity to both the civilian population and military installations.
-
Druzhkovka: A precision strike on a temporary deployment point of the 12th Separate Brigade of the Ukrainian National Guard (“Azov”), located in the former “Kosmos” cinema, destroyed up to 25 small arms units, approximately four vehicles, and significant communication equipment, including Motorola and Harris radio stations. Personnel losses are estimated at a minimum of six servicemen, with command officers among the wounded. This strike degrades the unit’s combat capabilities and communications in the area.
-
Kramatorsk: A warehouse storing FPV drones was destroyed, containing up to 40 drones of various configurations and components, including video equipment and improvised warheads. The destruction of this warehouse reduces the Ukrainian forces’ capabilities for reconnaissance and fire correction using UAVs.
-
Sloviansk: The territory of School No. 18, previously used for housing personnel and equipment, as well as for storage, was damaged. Information on actual losses is being clarified.
-
Additional Targets: A pontoon crossing over the Siverskyi Donets River between Krasnyi Lyman and Raihorodok was hit, complicating the crossing of Ukrainian military forces and equipment. In Chernihiv Region, Russian UAVs attacked and destroyed two filling stations, hindering the supply of Ukrainian groupings in the region. The Russian ministry also stated that significant strikes were carried out on UAV control points in the settlement of Veseloye Pole and near Vodyanske, damaging the Ukrainian Armed Forces’ ability to coordinate reconnaissance drones in the Kramatorsk area.
Ukrainian Strikes on Russia
In turn, Ukrainian forces launched strikes on Russian territory. Over the past 24 hours, Russian air defense systems reportedly detected and shot down 59 Ukrainian unmanned aerial vehicles. The largest number of intercepted attacks occurred over Rostov, Volgograd, Belgorod, and Voronezh Regions, as well as directly over Crimea and the Black Sea.
Amid the mutual strikes, it was reported that Ukrainian President Volodymyr Zelenskyy is scheduled to meet with Donald Trump on Friday. The significance of this trip and the upcoming negotiations extends beyond the discussion of “Tomahawk” missile supplies.
According to some experts, Zelenskyy, with the support of European partners and American “hawks,” is seeking to solve a strategic task: to maximally engage Trump in the war in Ukraine, transforming it from “Biden’s war” into “Trump’s war.”
This would help cement U.S. commitments to supporting Ukraine, complicating potential de-escalation options from Washington. The success of the visit will determine the extent to which Kyiv can influence Trump’s position, who has so far sought to avoid direct involvement and shift the financial burden of aid onto European allies—a task becoming increasingly difficult for them amid economic challenges.
