Pro-government forces, led by the Syrian Arab Army (SAA) 5th Assault Corps, made a rapid advance against ISIS north of Deir Ezzor city.
The SAA and its allies took full control over Hatla al-Sharqiyah village and pushed towards the Siyasiyah bridge on the eastern bank of the Euphrates. If government forces secure the bridge area, they will further tighten the siege on ISIS units in the northern part of Deir Ezzor city.
Controlling the Siyasiyah bridge area, the SAA will be able to cut off a notable part of the supplies to the terrorists inside the city.
At the same time, reports appeared that ISIS is redeploying vehicles and fighters from the frontline against the US-backed Syrian Democratic Forces (SDF) near al Suwar and al Khajjah northeast of Deir Ezzor city to the frontline against government troops on the eastern and western banks of the Euphrates.

This, of course, appears to be a blocking maneuver to stop or delay SAA crossing river at Mayadin and gives US SOF and SDF tag-alongs more time to try for Omar oil fields with far less resistance. It suggests that ISIS and US/SDF at are not in serious conflict and cutting deals.

The bridge that the article is talking about was destroyed about a year ago by the US Coalition. ISIS has been limited to using small boats to cross the river. The only thing that this does is to partially cut off the Kurds from making a deal with ISIS and taking the East bank of the city.
Likewise, the bridge down in Mayadin is also destroyed. The SAA should be going Southeast from Khasham, their present position. See the red arrow on the map attached.

DeZ pontoon bridge took, acc to Ru, two days to build and they had to wait for a week or so for the elements to arrive. For a second bridge, likely a longer wait.
