Syrian Democratic Forces May Handover Raqqa City To Damascus Government – Report

The Syrian Democratic Council (SDC) – the political wing of the US-backed Syrian Democratic Forces (SDF) – is currently negotiating with the Damascus government in preparation for a handover of the Arab city of Raqqa, the UK-based news outlet al-Araby al-Jadeed reported on July 1.

During May, Raqqa witnessed several protests against the Kurdish-dominated force. Later on June 23, the SDF’s security forces (Asayish) launched a security operation against the US-backed Free Syrian Army (FSA) group Thuwar al-Raqqa Brigade in the city and managed to neutralize it after expelling its leader.

According to al-Araby al-Jadeed, neutralization of the Thuwar al-Raqqa Brigade was among the main demands of the Damascus government. The UK-based outlet added that pro-government activists in Raqqa are currently preparing the ground for the handover of the city to the government.

On June 30, the Hezbollah media wing in Syria reported that locals of the Arab Abu Shaaban tribe raised the Syrian flag on several key buildings inside Raqqa. This may confirm some of al-Araby al-Jadeed claims.

The SDF captured Raqqa from ISIS on October 17 of 2017 after an intense battle, during which most of the city was destroyed. This led to anger among the locals, especially that the US-led coalition didn’t support any recovery efforts in the war torn city, regardless of the U.S. claims.

If such a development took place, the handover of Raqqa city to the Damascus government will be a huge development and another strong sign of the improving relationship between Damascus and the SDF. This would also confirm that the U.S. administration is seeking an early withdraw from Syria.

The SAA abandoned Raqqa in early March of 2012 when Islamist rebel groups were launching assaults on the city which abled them to take control of the city in a matter of hours. They did that since the city was full of refugees and the locals were anxious to avoid the destruction of buildings from prolonged fighting. That happened anyways when the “rebel” groups fought ISIS over control of the city. The residents weren’t happy with ISIS and wanted them gone so shouldn’t be complaining on how that was done. I read an US Army Corps of Engineers study on Raqqa after ISIS was ran out/defeated. They were told by the locals that their water, sewer and electrical systems were constantly having problems so needed to be replaced. The Corps figured if that was done then it’d be more practical to raze most of the city first to build a new one with wider streets more logically laid out. I’m sure that’s why nothing major has been done yet. The city also needs new road and railroad bridges over the Euphrates for commercial traffic in both directions. Those won’t be built unless Damascus has control of Raqqa so it’s makes sense for the Kurds to let them have it since the bridges will benefit the northern agricultural sector and Syria’s economy.

It was common knowledge on how the Raqqa residents got by under ISIS control. The US has been providing assistance getting the basic services restored: water, electrical service and sanitation. So far 100,000 Raqqa residents have returned and started rebuilding. Their major complaint is over criminal gangs from that area and elsewhere in Syria that came there steal the money from anyone that’s engaged in rebuilding and those being paid to do the work. They’re using their own money and what dribbles in from international relief agencies since the Syrian government can’t provide any help other than restoring services where possible in the west. Their other gripes are being unable to trust SAA units south of the river since those weren’t any better than the current criminal gangs when they were stuck in camps over there and their foolish expectations for the USA to pay all their costs for rebuilding. Russia hasn’t shown much interest in providing funds to rebuild the areas they blew apart by bombing the rebels/extremists so why should the USA foot the bill for people who told the SAA then the rebels to leave their shitty old city so it wouldn’t get destroyed by fighting?

What idiot razes an old [or ancient] city to build a new one? Did Italians destroyed Venice with all of it maddening problems to build a new one or did the Belgians razed Brugge, Ghent and Antwerp? All cities have problems with their infrastructures and the repairs are done systematically and with preservation of the heritage in mind. Do they feel the same for Philadelphia or Boston with their crumbling water and sewer systems?

I believe it’s the American way of dodging responsibility for the destruction they caused in Raqqa.It’s just another lame excuses they could think of at the moment of question. The biggest problem with this excuse? They razed the city while it’s inhabitants were living in it which resulted in unbelievable number of deaths, or as they call it, “the collateral damage”.

Without other signs of cooperation, I think handing over the city of Raqqa alone won’t be enough to be convinced of the Kurd’s good heart. Raqqa is an Arab city which hate to be ruled over by Kurds, it’s destroyed and rebuilding it will be a huge burden for it’s holder (of course the Syrian government will rebuild it regardless of the financial and material cost, it’s theirs). Kurds can’t rebuild Raqqa and can’t keep it ruined, so perhaps they thought let’s get rid of it and ask for something in return. The US doesn’t pay for what it breaks and Saudis gave the finger to the Kurds, they prefer their own [Wahhabi] proxies.

These are the same people who didn’t hand over Afrin to the government, didn’t hand over Manbij and raced with SAA to capture Al-Bukamal before them to cut their land bridge. Currently they hold the majority of Syria’s energy sources too, or so they think.

TL,DR, if Kurds continue to reconcile and cooperate with government, then they’re serious, it’s good for everybody and they’ll have blessing of a lot of important people, otherwise giving back just Raqqa is sure to get rid of it and all the trouble that comes with it. A Persian proverb says “cat doesn’t catch a mouse to please god”.

Most of the cement powder would come from Lafarge’s plant up the road. So the Syrians, in order to rebuild what the west destroyed, have to surprise surprise buy it from lafarge…

I would say give us raqqa the dam and that plant.

It would mean US and France lose of their helicopter base in the parking lot (which is probably making LaFarge way more money than baking concrete – check w/Hillary) but Assad isn’t big on using money from ‘the West’ for reconstruction. Don’t know how that would affect buying concrete from local companies owned by ‘the West’, but Assad isn’t a fan. Since the LaFarge kiln and Raqqa are still both ostensibly in SDFistan, ‘the West’ would simply be feeding itself. Kurds would rather just get the cash up front and – maybe – rebuild Raqqa. After a few decades of local council meetings arguing about the specifics.

They proved that the US will not lift a finger to protect the Kurds against them, which means all of Northern Syria can be used as a bufferzone by the Turks against them. What US humanitarian efforts ? The US Marine Corp artillery units literally flattened Raqqa – they used more howitzer shells than any US battalion in action since Vietnam. Pancaked the city, its infrastructure and residential districts, and then the SDF militia blocked large numbers of the Arab residents from re-entering the city, forcing them into holding camps. ‘Humanitarian efforts’ – what crap.

It wouldn’t surprise me, not that the SDF really want to do this, but rather their control of Raqqa is completely dependent on the support of the US, and both sides are vastly outnumbered by Arabs who hate them, so any revolt by the citizens would leave the SDF with 2 options; slaughter civilians & be reviled across all of SDF-held Syria or withdraw in humiliation, losing any respect across all of SDF-held Syria. The only way out is secret option number 3; get rid of Raqqa as quick as they can.

This is of course a Syrian Arab City, so more pressure for Kurds to knuckle-under to Damascus or be blown-asunder by Damascus inspired uprising.
