The Syrian Arab Army (SAA) and its allies have liberated the villages of Jub Tabqaliyah, Abu Laffah, Wadi Zurub and Kherbet Juwayid from terrorists in the northeastern Hama countryside.
The villages were liberated thanks to the ongoing clashes between Hayat Tahrir al-Sham (formerly Jabhat al-Nusra, the Syrian branch of al-Qaeda) and ISIS in the area. Government forces used this situation to launch own advance and to increase pressure on the both terrorist groups.

A more tactically sound decision would be to attack HTS since they are stronger in that region…
On the other hand, because Al Qaida is stronger, they will crush the ISIS enclave regardless, and the SAA does not have the strength in this front right now to take on Al Qaida. In which case trying to grab as much of it before ISIS gets crushed here represents an opportunity too good to be missed for the SAA and NDF.
