The United States and Russia have reached an agreement on a summit between Donald Trump and Vladimir Putin and will announce the date and other details on Thursday, reports Bloomberg, citing a senior Kremlin official.

U.S. officials have said the meeting — the third between the two men — could take place at the end of Trump’s visit to Europe in mid-July. Finnish President Sauli Niinisto said his Nordic nation is ready to host the summit after Politico reported that the White House is eyeing Helsinki as the preferred option. Bolton discussed details of the planning at a working lunch with Russian Foreign Minister Sergei Lavrov before he met Putin. –Bloomberg

Earlier in the day, Putin hosted US National Security Adviser John Bolton for a pre-summit discussion that lasted around two hours. The two reportely talked about nuclear arms control, conflicts in Syria and Ukraine, the situation in North Korea and the Iran nuclear deal, according to Russian officials.


The discussions come amid the worst US-Russia tensions since the Cold War, which deteriorated after the annexation of Crimea and worsened as the spectre of Russian hacking dominated the 2016 election and beyond.

Trump has pushed for improved relations with the Kremlin – inviting Putin to the White House during a March phone call, while Putin appears to be very open to the prospect of a stronger bond.

“Your visit to Moscow gives us hope that we can make at least the first steps toward restoring full-scale relations between our countries,” Putin told Bolton at the beginning of their discussion.

“It’s great to be back in Moscow,” Bolton replied, adding that he hoped to discover “how to improve Russia-U.S. relations, find the areas where we can agree.”

During his meeting with Bolton, Putin reiterated his past denials of Russian meddling in the 2016 election, while also conveying several messages “exclusively for Trump.”

Bolton, who took on the National Security Adviser role in March, is a longtime Kremlin critic and notorious hawk. Following Trump’s meeting with Putin at last year’s G20 meeting, Bolton wrote that “it should be a highly salutary lesson about the character of Russia’s leadership to watch Putin lie to him,” and warned Trump: “negotiate with today’s Russia at your peril.”

All that has changed, and Bolton is on best behavior:

But in the Kremlin Wednesday, his message was different. “Even in earlier days when our countries had differences, our leaders and their advisers met and I think it was good for both countries, good for stability in the world and President Trump feels very strongly on that subject,” he told Putin.

Bolton also said he hoped to hear from the Russian leader on “how you handled the World Cup so successfully,” drawing a broad smile from Putin, who has made the soccer championship now underway in Russia a personal priority. The U.S. will co-host the 2026 tournament. –Bloomberg

Known for keeping world leaders waiting for hours, Putin arrived for Wednesday’s meeting uncharacteristically on time, telling Bolton “I hope we will be able to speak today about what might make both sides restore full-scale relations based on equality and respect for each other.”

The Russian president wants to reverse the downward spiral in US-Russia relations following the 2014 Crimea annexation, as well as move beyond the election meddling controversy.

Bolton will hold a press conference at Noon EST.

Okay, what i am seeing from the ‘in crowd ‘ in DC, is that there are major problems that cannot be swept under the rug at this point. The US is way over committed and losing on all fronts to Russia and others. Basically Bolton probably tried to push for a set of moves that would screw everybody and President Putin told him to get lost but, we will meet anyway, why not. My take on it. I wish well to all.

Hello Trovak. This is a great example of the separation between American Jews and Israelis. The Israelis have always been considered over the top nuts by the former. But, they support them to a point. Regardless of ties to Israel, they are but a speck on the planet and have ever decreasing pull in the US. This is especially when it comes to family ties and such, which is something that has been systematically attacked and diminished in the United States. Faith in God in general has taken a back seat because of liberal activists and media backers ( many of them Jewish in heritage ) over the decades since the 50’s. The fundamentals in US society that protected Israel have been negated in plain sight ………. and Israel blindly watched the whole thing happen without a peep. Stupidity.

I remember the days when the thought of Israel being in trouble stirred unrestricted feelings of support among rank and file American citizens. Today that feeling is long gone. The politicians know this. The media knows this. So, whom ever the elite class may support with words, the real support from the common folks is not there. Every time a butchering of protestors by the IDF unfolds, Israel loses more of what little true support it has left. This binds what the elite can do regarding Israel. Finally, there is no way that practically anybody on those lists are going to pack and leave the US for Israel. They know what is coming. My take on it Trovak. I wish well to you.

President Trump allways said during the campaigns in 2016 that he wants to get along with Russia. We all know that the establishment, the Hawks in Washington, the media with their hysteria about anything russian, and the phony Mueller Investigation, which is falling finally apart, et cetera forced him to abandon his plans temporaly. Jared Kushner and the Palestinians’ « right to happiness »

We were wrong to believe that the US project for the Middle East was a peace plan for Palestine. Despite the communications from the White House, this is not what President Trump is seeking. He is approaching this question from a radically different angle than that of his predecessors – not attempting to render Justice between his vassals, as an emperor would, but to unblock the situation in order to improve the daily lives of the populations involved.

During the imprisonment of his father for financial fraud, Jared Kushner took over the family business, despite the contempt for his family displayed by the US ruling class. He learned to melt into the background by giving the image of a good boy who conformed to all the codes of Puritan good behaviour. Having become the only man genuinely trusted by his father-in-law, Donald Trump, he followed him into the White House. He now works in secret for the President, without ever reporting his activities to the State Department.

The Israëlo-Arab conflict, which was originally a late episode of the European colonial conquest, was developed in order to hinder Arab unity. It was no longer a case of affirming the strength of the Western powers in the Middle East, but of making sure that the Arabs did not constitute a bloc which could compete with them. At first colonial, the logic of the conflict became imperial by aligning itself behind the United States.

But today, the Western powers which have dominated the world for the last few centuries are in decline, while Asia, the bearer of other civilisations, has once again become the centre of the world. It follows that the pressure brought to bear on the Arabs is dwindling. It is in this context that President Trump is putting an end to the Cebrowski doctrine of the destruction of social and State structures in the region, and is attempting to pacify the Israëli conflict.

Donald Trump’s personal team for international negotiations – composed of his faithful lieutenants Jared Kushner (his son-in-law) and Jason Greenblatt (ex-vice-president of his conglomerate, the Trump Organization) – therefore approach the Palestinian question from a geopolitical angle . Since they have no diplomatic experience, their plan is not to find a solution which satisfies all the protagonists, but to reduce the pressure on this population in order that they might live a normal life according to the ideal of the right to happiness as it is set out in the US Constitution. This is a major objective for Donald Trump, who intends to dissolve US imperialism and replace it with the logic of commercial competition.

Of course, it is easier for Kushner and Greenblatt, two Orthodox Jews, to understand the Israëlis rather than the Arabs, but from the point of view they have adopted, it doesn’t really have much importance. Whatever they say, their objective is not to arrive at peace, but simply to unblock the situation. They use their Jewish identity as a winning card, because it influences them not to explore the question of responsibility – a question which will arise, however, if they seek to establish a fair and definitive peace .

The « Trump method » in which they have been trained for long years, may be resumed as follows:

– first of all, to acknowledge reality, even if that implies abandoning well-tried official rhetoric;

– secondly, to consider all the advantages that can be taken from anterior bilateral agreements;

– and thirdly, to take multilateral Law into account as far as possible [1].

The two men, who abstain from any public declaration, travel throughout the region without ever revealing their plans for the next day. However, their interlocutors are much more talkative. Little by little, they allow the developing plan to become known.

Finally, Kushner and Greenblatt are giving new life to the initiative of Prince Abdallah (2002) [2]. At that time, the future King of Saudi Arabia stimulated the evolution of the Arab point of view, not by basing himself on the Oslo Agreements, but on Resolutions 194 (1948) [3] of the General Assembly, and 242 (1967) [4] and 338 (1973) [5] of the UN Security Council. His basic principle was « land for peace » – the Arabs were ready to recognise and live in peace with Israël on the condition that it withdrew to the borders of 1967. This was rejected by the Israëli Prime Minister of the time, Ariel Sharon, who had begun his career in 1948 as commander of one of the terrorist units which assassinated Arabs at random and forced the survivors to flee (la Nakba). Steeped in colonial ideology, he nourished the ambition of conquering all the land between the Nile and the Euphrates.

Kushner and Greenblatt readopted the principle of Prince Abdallah, but noting the daily theft of land by Israël, they considered the idea of giving up much more, just so that it would cease.

Today, approximately one third of Israëlis consider their destiny by referring to the racism in the Talmud. But for the majority of the Jewish Israëli population, they were born in Israël and have no connection with the dreams of yesterday. They are simply people who want to live in peace. They are not responsible for the crimes of their grandparents, unless we accept the idea of a collective responsibility. They can therefore accept to withdraw to the frontiers of 1967.

Just the same, there remain almost no survivors of the Nakba. International Law condemns this ethnic cleansing and obliges Israël to recognise the inalienable right of the victims and their descendants to return to the lands from which they were expelled. But the Palestinian Arabs lost the Israëlo-Arab war of 1948. They may therefore demand indemnities, but they can not claim to recover the real estate properties that their grandparents abandoned, then lost. This final point was implemented by the peace initiative of Prince Abdallah, but has still not been assimilated by Arab public opinion.

Furthermore, there are today as many Palestinian Arabs in Jordan than in the West Bank, the Gaza Strip and East Jerusalem together. Returning to an old Britannico-Arab hypothesis, Kushner and Greenblatt propose to fusion the four territories into a single State. New Jordan would still be a Hashemite Kingdom, governed by King Abdallah II (not to be confused with the previous Saudi Prince) and a Palestinian Prime Minister. Kushner and Greenblatt imagined that by absorbing the independent West Bank into the Jordanian Kingdom, they would force President Mahmoud Abbas (83 years old) to retire – one of the reasons for which the Republican has declared his undying hatred for them, and refuses to receive them.

Until 1967, Jordan included the West Bank and East Jerusalem – the Trump team wants to add Gaza. This last point is still in suspension. Another hypothesis would be to conserve the current situation of an autonomous Gaza. In this case, this territory would be attached to Egypt. A free-exchange zone would be organised with a part of the Sinaï in order to allow its economic development. The Gulf countries, led by Saudi Arabia, would finance the reconstruction of the waste-water collection system, a solar electricity centre, a port and an airport.

This is where things get complicated. Since they signed a separate peace agreement with Israël, the Egyptians have complicated relations with the inhabitants of Gaza. They participate regularly in the Territorial siege. A few years ago, the Egyptian Minister for Foreign Affairs, Ahmed Aboul Gheit (current General Secretary of the Arab League), closed the frontier and threatened the civilians who wanted to escape from their open-air prison that he would « break their legs ».

As for the historical Jordanians, who are the descendants of the Bedouin tribes, they only represent 20 % of the population of their country, which is drowning in an ocean of Palestinian refugees. After the fusion, if it were to be implemented, they would represent no more than 10 %. They could attempt to reinforce their culture by naturalising the Syrian refugees who are descendants of the Bedouin tribes to whom they have given asylum. Above all, the Hashemite monarchy only exists because of the dream of the founder of the dynasty, Cherif Hussein, to create Arab unity (the « Great Arab Revolt of 1915 »). If the Palestinians interpret fusion as a failure of this project faced with Israël, a revolt comparable to that of 1970 (« Black September ») would be inevitable, and the monarchy could be overthrown.

All of the bargaining presently under way is aimed at evaluating how to make this projet viable, and how to ensure that the other powers in the region do not sabotage it. Because as time went by, what was at first a localised colonial conflict has become Israël’s war with the whole region – not only with the Arabs, but also with the Turks and the Persians. If one of the protagonists should consider itself mistreated by this new configuration, it would not hesitate to scupper the project.

For seventy years, the United Nations has been quoting the Law and condemning Israël for not respecting it, but almost no-one acts in order to apply it. Today, not only is the political situation of the Palestinians in continual decline, but their daily existence has become unbearable.

The White House plan has already triggered bitter recriminations among the leaders of the region and the Western states, who still benefit from the situation. It seems to be much better accepted by the populations concerned.

Why is Washington pressuring Jordan?

Are the Jordanian demonstrations a sign of a new episode of the Arab Spring, or, on the contrary, are they a means of pressuring King Abdallah II to accept the US plan for Palestine ?

At the beginning of June, Jordan was shaken by a week of peaceful demonstrations against a project for a fiscal law which planned for a rise in taxes of between 5 % and 25 % for all persons with an annual salary of more than 8,000 dinars ($11,245). The demonstrators, whose quality of life had suffered greatly from the consequences of the Western war against Syria, demanded, and obtained, the resignation of the Prime Minister and the withdrawal of the project for law.

In reality, the Kingdom hardly had a choice – the plan was in conformity with the engagements taken in 2016 during the subscription for a loan from the International Monetary Fund. It had been rejected several times because of the war, and had only been presented when Parliament was closing. Its modification would have supposed a complete change of economic policy, which is not on the agenda. The only solution would be to obtain financial support from Saudi Arabia in order to reimburse the debt.

Numerous medias have advanced the possibility of a new episode of the « Arab Spring ». This is not likely – in 2011, the demonstrations came to an end by themselves, without recourse to violence. All it needed was for the united front of the early days to collapse, and the Islamists would have broken with the secular groups. This is perfectly logical when we consider the Kingdom’s links with the British and the Muslim Brotherhood.

Let’s not forget that far from being a spontaneous movement, the « Arab Spring » was an operation by MI6, planned since 2004-2005, in order to put the Muslim Brotherhood in power, on the model of what the British secret services had already organised in 1915 with Lawrence of Arabia (the « Great Arab Revolt ») [1]. Yet Jordan had always controlled the Brotherhood at home – the national Honorary Guide was Prince Hassan, the King’s uncle. Today, the Kingdom continues to enjoy excellent relations with Hamas (which declared itself the « Palestinian branch of the Muslim Brotherhood »). It was for this reason, during the « Arab Spring », that the Brotherhood did not demand the « fall of the régime », as it did everywhere else, but instead called for a government composed of its members.

After that, Jordan joined the counter-revolutionary camp by becoming an « associate » of the Gulf Cooperation Council, (despite the reticence of Kuwaït, which still reproached Jordan for having supported its invasion by Saddam Hussein’s Iraq in 1990).

The demonstrations of early June were justified at the local level, but needed specific support in order to be held in a now authoritarian country.

These demonstrations perhaps constitute pressure brought to bear on Amman before the presentation by the White House of its plan for peace in Palestine. Let’s remember that the Kingdom has always considered itself the kingdom of the Palestinians, and that King Abdallah II is the « protector » of the holy Muslim sites in Jerusalem and the « guardian » of the holy Christian sites in the Holy City (a title which was recognised by Pope Jean-Paul II in 2000). Until the beginning of the application of the Oslo agreements, Jordan assured the administrative management of the West Bank (even though it has been occupied by Israël since the Six-Day War). Yasser Arafat himself had envisaged paying allegiance to the monarchy. At least three quarters of Jordanians are Palestinians. Only the remaining quarter is composed of native Bedouins.

Currently, all the regional powers are attempting to gain a foothold in Palestine. For example, Turkey is trying to steal the Islamic Jihad from Iran. At the same time, the United States and Israël are trying to pressure each of the protagonists.

Whatever the plan drawn up by Jared Kushner, the special advisor and son-in-law of President Donald Trump, Jordan will have to play a part. Currently, many documents, some of which have never been published, are being released from the archives. It appears that the creation of the capital of an independent state for the Palestinians in Abous Dis has already been discussed. According to the Partition Plan for Palestine, in 1947, Abous Dis is a neighbourhood of the city of Jerusalem. and during the Oslo Agreements, Yasser Arafat’s second in command, Mahmoud Abbas (his current successor), agreed to the idea of establishing the capital of Palestine there. In fact, at that time, the Palestinian Authority had already begun the construction of the future Parliament in Abous Dis. However, the « peace process » got bogged down – this point was never ratified, and the work was interrupted. To return to our discussion, the Israëlis isolated Abous Dis from the rest of the city with a wall, while the Palestinians, considering that it is only a tiny part of Jerusalem, demanded half of the city. In any case, it is not impossible that Jordan could become the Palestinian state with a double capital, Amman and Abou Dis. In this case, the question of the type of régime will be asked once again – Kingdom or Republic?
