I once criticized Erdogan’s isolation of GCC monarchies. But it’s now becoming increasingly clear that Erdogan is playing this game right. The challenges for Turkey are fourfold: 1) The Russian challenge 2) The American/European challenge 3) The Arab challenge (Elsisi, MBS, MBZ, Haftar, Assad) 4) The Shiite challenge (Shiite expansionism championed by Iran) All the four challenges also have overlapping interests with Turkey. Thus, Russia and Turkey share the interest of wanting a unified Syria and no Kurdistan. Europe and America share the interest with Turkey of promoting democracy in Syria, where Syrians will exercise their rights to choose a leader. Iran certainly doesn’t like any democracy in Syria for obvious reasons. Russia too doesn’t seem to like it. The Arabs don’t want a Shiite takeover of the region, and this is where they share a common interest with Turkey. Finally, Iran and Turkey don’t have any overlapping interest except for one: To prevent the formation of a Kurdish state.
The Russian challenge is the biggest, as Russia is involved in suppressing or helping suppress Muslims in many countries (Azerbaijan, Syria, Libya, Egypt, and Muslims in the four countries of the CSTO). At the same time, it is trying to weaken Turkey by luring it away from the West and bullying it into submission. It is clear now the game has changed in Turkey’s favor for two reasons: Turkey’s new leadership role in NATO, and a joint US/Turkish group to discuss the S-400 and the removal of sanctions. This translates to less distracting friction for Turkey, and a reinforced economy over time.
The American/European challenge is aimed at preventing the Islamization of Turkey, and where prevention fails, to prevent Turkey from becoming too strong (not self-sufficient in arms, and attacks on the Turkish economy). This threat is easier to manage than that of Russia and Iran.
The Arab challenge is no major threat because whichever dictator or monarchy falls, Turkey wins. In short, anywhere the Muslim public wins, Turkey wins. The Arab dictatorships and monarchies are also saddled with the problem of Shiite militias right at their borders threatening national stability. They’ll need Turkey’s help to deal with this. But I’m certain Turkey won’t take any sides in this Parisian-Arab conflict, although an Arab win is certainly the better outcome. The current lifting of blockade on Qatar is a tacit signal by Saudi Arabia, Egypt, U.A.E. to resolve issues with Turkey, because Turkey is one of the greatest benefactor of that development while Iran and Russia certainly enjoyed the fight between the GCC, Qatar, and Turkey. Now that fight, at least the one over Qatar seems resolved. More attention will focus on the Shiite threat.
As for Iran, its challenge of creating militias is the biggest threat for Turkey from Iran. There are more than 8 million Shiites in Turkey from which Iran can recruit a terror army. But so far, the Shiites in Turkey aren’t so much in league with Iran as those in Iraq and Lebanon. And also, Turkey has a robust security infrastructure which can detect any efforts by Iran to recruit militias in Turkey. Again, the Turkish military will not tolerate any militias within its borders and will crush any such groups upfront.
In a nutshell, Turkey’s strategy of staying neutral in the Iran/GCC conflict is the best course. Iran would be attacked by both America and Israel in the future and the regime will collapse. Turkey must stay neutral to avoid any attacks from Iran or Israel and the U.S. Turkey should also cooperate with the U.S, Israel, and Europe where it serves Turkey’s interest, especially with respect to the opportunistic, cunning, bullying, imperialistic, and murderous Russians.
Finally a sensible comment.
