Turkish Parliament Speaker Mustafa Shentop told RIA Novosti that Turkey’s parliament may consider sending Turkish troops to Azerbaijan amid the conflict in Nagorno-Karabakh.
Currently, however, it appeared that there was no need.
“Over the past few days, the Azerbaijani armed forces have shown the whole world that they are capable of achieving victory on their own by showing determination and perseverance in liberating the occupied territories. Therefore, I do not think that such a proposal (on the use of the Turkish military in the conflict zone) will be necessary until then. until third parties get involved in this conflict, ignoring UN resolutions,” Shentop said.
In his words, it is necessary to respect international law and the UN General Assembly resolutions demanding “the immediate, complete and unconditional withdrawal of the Armenian armed forces from all the occupied territories of Azerbaijan.”
“Otherwise, Azerbaijan will be forced to use its inalienable right to self-defense, which allows collective efforts in this direction. If Azerbaijan makes a request in this context, it will be duly discussed and resolved by both the President and the Parliament of Turkey,” said the speaker.
He added that “under any circumstances, Turkey’s support for Azerbaijan is invariable by all means and in any way he wishes.”
Earlier, Armenian Prime Minister Nikol Pashinyan stated that the Nagorno-Karabakh problem cannot be solved with the help of violence. In his words, Armenia is ready to make concessions in the conflict over Nagorno-Karabakh in case of a similar readiness on the part of Azerbaijan.
Armenian President Armen Sarkissian believes that the fire in Karabakh can be stopped only after Turkey’s “withdrawal” from the game. Turkey has repeatedly stated that it does not participate in the conflict in Karabakh.
Now, Turkey very loosely understands the UNGA resolutions, and does so in a very biased manner, which is not surprising at all.
If Turkish parliament votes to approve such a deployment, this would make it the official entry of Ankara into the conflict.
There is ample evidence of its unofficial participation – Turkish military experts assisting the Azerbaijan forces, Turkish F-16 fighter jets deployed at Ganja air base.
Some of the hype videos and propaganda that’s being spread are very typical for Turkey, as well, so it is quite likely that experts in that field are also present in Azerbaijan.
Finally, the thousands of Syrian militants that are deployed.
All of these facts are open secrets, which have been admitted even by the aides of Azerbaijan’s president.

I haven’t seen the terminology of “aggressive operation”, but i will assume you mean offensive operation (correct me if you mean something else). Any military operation within the recognized territories of the country is considered as defensive one. Whether it is repelling a third party occupation, or simply fighting off militant separatism. Assad also has a right to ask Russia to take Idlib back, if Russia also is willing to do it. And in that case, legally Turkey or militants have no say in it. In both cases, it is important to minimize the casualties amongst the civilian population. And international community should urge the civilians to stay away from military objects and areas of high military activities.
