The United States Department of State on August 30 approved a possible $8.5 billion deal to Denmark of the Integrated Battle Command System (IBCS) enabled Patriot air and missile defense system, along with associated equipment and support.
The Department’s Defense Security Cooperation Agency (DSCA) has notified Congress of the proposed deal. The request from Denmark covers 36 PAC-2 MIM-104E GEM-T missiles, 20 PAC-3 Missile Segment Enhancement (MSE) missiles, two AN/MPQ-65 radars, two Engagement Control Stations, six M903A2 launchers and command system components.
Communications gear, training equipment, spare parts, technical assistance, and logistics support are also included in the deal. The principal contractors for the deal are RTX Corporation, Lockheed Martin, and Northrop Grumman.
The IBCS function provides the Patriot with greater flexibility. Typically, Patriot batteries functioned independently with their own radars and fire control. But with the IBCS, the system connects to a wider network of sensors and launchers, creating a unified air picture and enabling a “plug-and-fight” approach.
The integration could allow a Patriot launcher in Ukraine, for example, to engage a target detected by a sensor deployed by one of the bordering NATO members, which increases the engagement range and survivability of the system.
A Patriot system costs around $1,1 billion. A single PAC-3 missile costs some $7 million and a PAC-2 missile could cost up to $4 million, depending on the version. Denmark appears to be paying an extra for the system.
Since the start of the Russian special military operation, Ukraine has received seven Patriot batteries, armed with PAC-2 and PAC-3 missiles, along with an additional nine launchers.
Three batteries each have been donated by Germany and the U.S., with an additional four launchers donated by Germany. Another battery was donated by Romania. The Netherlands also provided five launchers.
Most of these systems have already been damaged or destroyed by the Russian military. To make for the losses, it was announced earlier this year that Ukraine will receive two additional batteries, one from Germany and another from Norway. There were also reports of Israeli Patriot systems being supplied to the country after maintenance in the U.S.
Last year, Russian Air and Missile Defense Forces Commander Lieutenant General Andrey Semyonov criticized the performance of the Patriot in Ukraine in an article, saying that the system even failed to protect itself. The system faced more criticism recently, as its failed missiles were blamed for civilian casualties in the Ukrainian capital, Kiev.
