On March 13, Commander of the U.S. Central Command (CENTCOM) shared new information on the recent strikes on Iraq.
During a press briefing, Gen. Kenneth F. McKenzie said the “defensive strikes,” which took place in the early morning, targeted five “advanced conventional weapons storage sights” of Iranian-affiliated Kata’ib Hezbollah (KH).
“Up front, we have information that confirms KH conducted the rocket attacks on Camp Taji on March 11th that killed three coalition members and injured fourteen others. We assess that KH has launched 12 rocket attacks against coalition forces in the last six months,” the general said.
KH released a statement a day earlier praising the attack on Camp Taji without claiming responsibility for it. The group called on the perpetrators to reveal themselves, promising to support and protect them.
Gen. McKenzie also shared photos of the five targeted positions, claiming that they contained “Iranian-supplied advanced conventional weapons” that could enable lethal operations against U.S. and coalition forces in Iraq. A video showing one of the strikes was also released.

These claims were refuted by the Iraqi military, which revealed earlier that the strikes were not limited to KH positions. A base of the military’s 19th Commandos Division and Babylon’s Police Regiments were among the targets. Five soldiers and policemen were killed.
Furthermore, one of the strikes targeted a civilian airport under construction near the holy Shiite city of Karbala, killing a civilian worker. The CENCTOM described the airport as a “advanced conventional weapons storage facility.”

The CENCTOM’s claims appear to be false and misleading. The strikes have clearly targeted positions of the Iraqi government forces, which formally are allies of the U.S.-led coalition.
The U.S. strikes were condemned by most parties in Iraq. The attack will likely renew Shiite-led efforts to expel U.S. troops from the country.
According to CENTCOM, 100mm unguided rockets are “advanced conventional weapons”.

If Iran ever used such weapon against any U.S or IDF forces, then you can be sure that will be a declaration of war. La Russie a pris le contre pied de tous les experts et a refusé de réduire sa production de pétrole lors des dernières négociations de l’OPEP + à Vienne.
C’est Igor Setchine, le puissant patron du géant pétrolier russe Rosneft, qui a convaincu Alexandre Novak, le ministre russe de l’Énergie, et le président Poutine de ne pas accepter une nouvelle réduction et donc une nouvelle perte de parts de marché de la Russie dans le domaine des hydrocarbures.
Les compagnies pétrolières russes militent depuis longtemps contre les ententes avec l’OPEP mais elles se heurtaient toujours à l’habituelle prudence du président russe et à son désir de ne pas envenimer davantage les relations avec les États-Unis. Les dernières sanctions économiques contre Rosneft et le blocage de Nord Stream 2 ont cependant fait sortir Vladimir Poutine de sa réserve.
Il est clair que c’est le premier producteur mondial de pétrole, à savoir les États-Unis, qui est visé par cette décision.
Les compagnies qui extraient le pétrole de schiste sont lourdement endettées et ne font aucun bénéfice. Les plus petites d’entre-elles ne survivent qu’en s’endettant toujours davantage (aux taux d’intérêts particulièrement bas aux États-Unis) en attendant des jours meilleurs, c’est à dire une remontée des cours du pétrole à au moins 65 dollars le baril.
Le pari russe est d’éliminer ces concurrents et de récupérer une partie de leurs parts de marché pour ensuite stabiliser les cours aux environs de 40 dollars le baril. C’est le cours d’équilibre pour la Russie qui permet aux compagnies russes d’engranger des bénéfices et à l’État de percevoir une taxe substantielle sur l’exportation du pétrole. Ce cours est trop bas pour permettre une exploitation de pétrole de schiste rentable.
Le raisonnement est le suivant : vendre 10 millions de barils à 50 dollars ou 12,5 millions de barils à 40 dollars permet la même entrée d’argent mais a l’avantage d’éliminer un concurrent du marché et comme ce concurrent est justement les États-Unis qui cherchent à économiquement détruire la Russie, cela fait d’une pierre deux coups.
Il est à remarquer que le Canada est aussi un grand producteur de pétrole de schiste et qu’il est aussi concerné par cette décision.
C’est un pari risqué car les concurrents peuvent avoir des réactions inattendues voire irrationnelles comme celle de l’Arabie saoudite qui va vendre son pétrole à des prix bradés alors qu’elle est en grave déficit budgétaire.
Les États-Unis ne resteront certainement pas sans réaction : ce n’est pas dans le tempérament du président Trump.
Tout est possible à ce niveau y compris subventionner le pétrole de schiste mais le tout est de savoir pour combien de temps. Les États-Unis devraient aussi à nouveau s’intéresser au pétrole du Moyen-Orient et peut-être à celui du Venezuela pour pallier à ce point faible qui vient d’apparaître.
Il serait très étonnant qu’il n’y ait pas de nouvelles mesures à l’encontre de la Russie, céder n’est pas dans les habitudes américaines.
D’un autre côté, le président Trump ne peut pas se permettre un affrontement violent et incertain avec la Russie en cette année électorale.
D’abord, comme la Russie n’exporte rien aux États-Unis et il n’y a rien à taxer et comme je l’ai écrit précédemment, la Russie a atteint en 2020 un niveau de dissuasion militaire qui la met à l’abri de toute menace directe.
D’où à mon avis une impasse pour les États-Unis dont ils ne peuvent sortir que par des décisions douloureuses.
Une nouvelle fois, la Russie de Poutine a surpris tout le monde. Après l’Ossétie du Sud en 2008, la Crimée en 2014, la Syrie en 2015, Vladimir Poutine frappe à nouveau un coup dévastateur inattendu.
On l’a souvent dit et c’est encore une fois le cas, c’est la philosophie du judoka : se servir de la force de l’adversaire pour le déséquilibrer et le renverser par surprise.
Connaissant bien sa méthode de travail, je suis certain que le président russe et ses proches conseillers ont bien évalué tous les risques possibles et savent déjà comment réagir.
C’est moins souvent évoqué mais il faut savoir que cette décision russe est aussi un coup contre le pétrodollar. Si la Russie augmente ses parts de marché au détriment des États-Unis, les transactions se feront moins en dollars : la Russie a éliminé cette devise d’une grande partie de son commerce et elle pourrait intégralement passer à l’euro avec les pays européens en cas de nouvelles menaces.
De nouvelles sanctions économiques et on se demande lesquelles n’ont pas encore été décidées n’auraient aucun effet grave sur l’économie russe.
Les réserves de change russes de 570 milliards de dollars en février 2020 peuvent amortir un nouveau choc sans problème d’autant plus que la part en dollars diminue rapidement.
Un fond de stabilisation de 135 milliards de dollars permet à la Russie de supporter un baril entre 25 et 30 dollars pendant 6 à 10 ans. Cela donne à la Russie une profondeur stratégique largement supérieure à tous ses concurrents.
La chute du rouble ne devrait pas handicaper le pays. Le seuil a été fixé à 72 roubles pour un dollar. Si le cours descend plus bas, la banque centrale interviendra.
La reconversion économique russe se poursuit avec succès. L’agriculture est exportatrice et l’industrie est en plein développement. La Russie recommence même à fabriquer ses propres machines-outils et il y a des développements prometteurs dans les domaines aéronautiques civils, énergétiques et chimiques.
Une déconnexion de l’Internet, du système SWIFT et des cartes de crédit internationales a été testée avec succès et la Russie peut dire qu’elle est à l’abri de mauvaises surprises de ce côté-là.
La Russie commerce en roubles et dans les devises de beaucoup de ses partenaires commerciaux. Le surcoût des achats en devises fortes ne devrait pas avoir beaucoup d’impact sur sa balance des payements si elle les limite au minimum comme actuellement.
Le gouvernement du Premier ministre Mikhaïl Michoustine peut facilement tenir les promesses d’augmentation du pouvoir d’achat des Russes en créant des roubles garantis par les réserves d’or dont la valeur augmente avec la montée actuelle du cours de l’or.
Il est intéressant de voir les réactions de la presse internationale à cette nouvelle donne.
Les médias ukrainiens jubilent parce qu’ils ne voient que la baisse du cours du rouble.
« Berlingske » (Danemark) croit que la Russie a vu une opportunité de frapper l’économie du pétrole de schiste américaine justement au moment où un ralentissement économique à cause du COVID-19 avait lieu et il pense comme le Financial Times que même si cela nuira à la Russie, les Russes parient que cela en vaudra la peine.
« Die Welt » (Allemagne) écrit que le seul obstacle sérieux pour la Russie est l’Arabie saoudite qui serait prête à fournir son pétrole entre 6 et 8 dollars le baril. Les Allemands arrivent à la conclusion que pour éliminer la concurrence des États-Unis, la Russie a pris une mesure très inattendue et assez réussie et la direction a calculé tous les risques. N.D.A. L’Arabie saoudite ne peut produire que 13 millions de barils par jour au maximum donc environ 1/8 des besoins mondiaux. La Russie perdra provisoirement des parts de marché mais vendra son pétrole entre 20 et 30 dollars le baril.
« Energetika 24 » (Pologne) constate que la Russie a beaucoup de problèmes avec la vente de ses hydrocarbures : Nord Stream 2, Minsk, Arabie saoudite, sanctions… Le média polonais pense que cela va-t-avoir des répercussions sur la situation économique russe et sur la popularité du président Poutine.
« Le Sun » (Royaume-Uni) blâme plutôt l’Arabie saoudite dont la décision a perturbé tout le marché pétrolier et accuse indirectement Riyad de déclencher une guerre des prix au détriment des compagnies britanniques.
« Atlantico » (France) note que la Russie est en meilleure position que tous les pays de l’OPEP parce que son budget dépend beaucoup moins des revenus pétroliers.
« Le Washington Post » (États-Unis) note que cette décision n’aura pas d’impact majeur sur l’économie russe parce que le pétrole est coté et vendu en dollars. La baisse du cours du rouble fait que plus de roubles atterrissent dans l’économie russe. Le journal reconnaît que cette mesure va mener à la faillite de la plupart des entreprises du marché américain du pétrole de schiste et entraînera à terme l’arrêt de la production de pétrole aux États-Unis. Il conclut en pensant que Moscou et Riyad parviendront à un accord et rétabliront les profits perdus mais auront écarté les États-Unis du marché du pétrole.
« Bloomberg » (États-Unis) fait le même constat pour les États-Unis et ajoute que les investisseurs ont déjà perdu tout intérêt pour l’industrie pétrolière américaine. Bloomberg ajoute qu’à terme, la Russie a besoin d’un pétrole à 42 dollars le baril et l’Arabie saoudite à 82 dollars. La Russie a une économie plus équilibrée, n’a pratiquement pas de dettes, elle négocie beaucoup mieux ses contrats que l’Arabie saoudite et respecte toujours ses contrats jusqu ‘à la fin.
« Okaz » (Arabie saoudite) menace la Russie d’une guerre des prix. Le média demande à la Russie d’accepter les conditions saoudiennes sous peine de revivre la situation de 1986. N.D.A. Les Saoudiens se fourvoient. La Russie n’a pas de dettes à rembourser comme en 1986 et elle a une économie stable.
Les sons de cloches sont assez variés. Il faudra sans doute encore quelques semaines pour y voir plus clair et avoir une vision plus précise des conséquences de ces décisions russe et saoudienne.
Dans les circonstances actuelles, une baisse des prix du pétole serait un bol d’oxygène pour l’Europe.
Un prix du pétrole stable aux environ de 40 dollars le baril comme le propose Moscou serait tout bénéfice pour l’Europe. Aux Européens de profiter de l’opportunité.
Pour finir, il faut dire un mot de la nouvelle constitution russe qui va-t-être soumise à un référendum.
Vladimir Poutine a dit qu’il ne se présenterait pas pour un autre mandat mais des députés ont ajouté un amendement qui mettrait les compteurs à zéro. Si cet amendement passe le cap de la Cour constitutionnelle, rien n’empêcherait Vladimir Poutine de rester président pendant encore 12 ans supplémentaires. Comme les tensions entre l’Occident et la Russie n’ont pas l’air de diminuer, il est possible que la Russie ait encore besoin d’un homme à poigne qui a de l’expérience en politique étrangère.
Un vrai cauchemar pour les Occidentaux et les voisins de l’Ouest.
