The quickest low budget move with greatest effect would be to Crack some reactors and let the wind force the Russians to evacuate large areas and let radiation cause havoc all the way to the Black Sea. That will cut Russian forces in half along the Crimean peninsula. This one act would force the greatest reaction out of Russia. This will create a no man’s land and allow Ukraine to consolidate its forces to the North.
