Ukraine planned alongside Germany and France to solve the war in Eastern Ukraine and awaits Russia’s reaction, Andrey Yermak, head of President Volodymyr Zelensky’s office said on March 10th.
Yermak said that they have a specific peace plan -proposed by Germany and France- which, as they believe, complies with the Minsk Protocol, under the norms of international law.
It is a ‘peaceful’ proposal and ‘we expect the same stance from the Russian Federation,’ Yermak said in a videoconference on the Eastern Ukraine conflict.
He also added that, in the Ukraine´s opinion, whether this plan approved it could become the roadmap aimed at establishing peace in Eastern Ukraine, reintegrating territories not controlled by Kiev and holding local elections.
Yermak expressed he hopes the plan would become a debate topic during forthcoming meeting in the Normandy format.
In response, on March 10th, the Kremlin spokesperson Dmitry Peskov said that he has no information about some new plan for a peace settlement the Ukrainian leader Volodymyr Zelensky has announced.
Speaking about potential contacts between Russian and Ukrainian leaders, Vladimir Putin and Vladimir Zelensky, the Kremlin spokesman noted that Moscow had received no offers yet to arrange such meetings.
“Similarly, there is no discrete new plan ‘on the table’,” he stressed. “At this point, we did not quite understand, because we do not have anything on the table, we have not seen any plan.”
Moscow has not received any offers through diplomatic channels to organize bilateral contacts between Russian and Ukrainian leaders, Vladimir Putin and Vladimir Zelensky, Dmitry Peskov informed.
When asked whether Ukraine had offered to organize any contacts between Putin and Zelensky, Peskov stated:
“We have all heard numerous statements by the [Ukrainian] president on his desire to organize a Normandy Four meeting as soon as possible, and we are always discussing it during meetings between ministers and presidential aides.”
“When it comes to a specific visit or any bilateral contacts, we have not received any concrete initiatives through diplomatic channels,” he said.
When asked whether there are any plans to hold a phone call between the Russian and Ukrainian leaders, Peskov said:
“So far no. If necessary, they can be approved quite quickly, however, no such contacts are planned,” he stressed.
Additionally, the Russian Foreign Ministry said that Russia knew nothing of any such plan, Russia’s Deputy Foreign Minister Andrei Rudenko said.
“What kind of a peace plan is this? We know nothing about a peace plan France and Germany are said to have proposed. This is the first time I hear about it,” Rudenko said.
It is an alleged plan drawn up by Germany and France, but adjusted by Ukraine. Russia is already being accused of impeding it and seeking an escalation.
The Jamestown Foundation alleged that Russia was escalating the war in Eastern Ukraine, and that Kiev was simply a victim in the entire situation.

In response, and with the support with quite a bit of evidence, Russia called on Ukrainian authorities to cease and desist any attempts to increase the escalation and implement a scenario of force in Eastern Ukraine, Foreign Ministry Spokeswoman Maria Zakharova said.
“We would like to warn the Kiev regime, the hotheads who serve or manipulate it, about further escalation and attempts at implementing a force scenario in Donbass,” she said, according to TASS news agency.
The diplomat responded in those terms to a statements by Leonid Kravchuk, head of the Ukrainian delegation in the Contact Group for the search of a solution to the conflict.
She warned about certain “radical steps” on the part of Kiev should the Russian Federation not be recognized as part of the conflict in eastern Ukraine.
According to Zakharova, the rhetoric of the Ukrainian representatives “makes us think about the true intentions of Kiev in this historic period.”
“Once again, we urge Ukrainian authorities to stop inventing new agreements, new documents and finally fulfill consciously their obligations under the Minsk Agreements,” she stressed.
Zakharova affirmed that Kiev is trying to cover up its inaction and frank sabotage of the agreements reached to resolve the situation in eastern Ukraine by accusing Russia.
“At the same time, Kiev is trying to convince everyone that Moscow is supposedly part of the conflict and therefore has some obligations under the Minsk package of measures,” she added.
It is unlikely that Ukraine will change course at this point, it has the support of both the EU and the US, and a presumed “peace plan” that will likely fall through and pave the way for hostilities.
